SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Michael "Mike" Sutfin of Ottawa, who
4passed away on January 25, 2023; and
 
5    WHEREAS, Mike Sutfin was born to William and Vera
6(McNulty) Sutfin in Chicago on January 24, 1949; he served in
7the U.S. Marine Corps in Vietnam from 1968 to 1969; he married
8Suzanne (Nixon) Brue in Ottawa on December 31, 1998; and
 
9    WHEREAS, Mike Sutfin served as the building official and
10floodplain manager of Ottawa from 2007 until his retirement in
112019; he was passionate about floodplain management and
12protecting people and property from damage due to flooding;
13his efforts helped Ottawa obtain flood buyout grants for many
14houses and the former Ottawa Central School; he raised Ottawa
15to a CRS 2 Rating, thereby placing it among the top 10
16flood-prepared cities in the U.S.; he helped create the
17Senator Rezin Floodplain Coalition and served on the Homeland
18Security FEMA CRS Task Force, where he helped set national
19policy; he also retired as a lieutenant from the Schaumburg
20Fire Department; and
 
21    WHEREAS, Mike Sutfin was the recipient of several
22accolades for his work, including being named the 2009

1Illinois Floodplain Manager of the Year, receiving the
2National Weather Service's National Solution Search Award for
3pioneering the Rapid Assistance Flood Team (RAFT)
4organization, and receiving the 2019 Illinois Association for
5Floodplain and Stormwater Management (IAFSM) Award for
6Outstanding Service; and
 
7    WHEREAS, As a craftsman and an artist, Mike Sutfin was
8responsible for the restoration and establishment of many
9memorials and historic sites; and
 
10    WHEREAS, Mike Sutfin was preceded in death by his
11grandmother and his parents; and
 
12    WHEREAS, Mike Sutfin is survived by his wife, Suzanne;
13Suzanne's sons, Jeff and Luke; his children and their
14significant others, Michael, Kimberly, Robert, and Annette;
15his siblings, William, Jude, John, MaryAnne, Eugene, and Tom;
16his 11 granddaughters; his great-grandson; his nieces and
17nephews; and his cousins; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20Michael "Mike" Sutfin and extend our sincere condolences to
21his family, friends, and all who knew and loved him; and be it
