SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.43 new

    Amends the Board of Higher Education Act. Requires the Board of Higher Education, beginning with the 2026-2027 academic year and continuing for not less than 2 years, to make available to public institutions of higher education a model program of study, for credit, that incorporates the training and experience necessary to serve as a direct support professional. Requires the Board, by July 1, 2024, to submit recommendations developed in consultation with stakeholders, including, but not limited to, organizations representing community-based providers serving children and adults with intellectual or developmental disabilities, and elementary and secondary education practitioners, including, but not limited to, teachers, administrators, special education directors, and regional superintendents of schools, to the Department of Human Services for the training that would be required in order to complete the model program of study.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5adding Section 9.43 as follows:
 
6    (110 ILCS 205/9.43 new)
7    Sec. 9.43. Direct support professional training program.
8Beginning with the 2026-2027 academic year and continuing for
9not less than 2 years, the Board shall make available to public
10institutions of higher education a model program of study, for
11credit, that incorporates the training and experience
12necessary to serve as a direct support professional. By July
131, 2024, the Board shall submit recommendations developed in
14consultation with stakeholders, including, but not limited to,
15organizations representing community-based providers serving
16children and adults with intellectual or developmental
17disabilities, and elementary and secondary education
18practitioners, including, but not limited to, teachers,
19administrators, special education directors, and regional
20superintendents of schools, to the Department of Human
21Services for the training that would be required in order to
