1 | AMENDMENT TO SENATE BILL 863 | ||||||
2 | AMENDMENT NO. ______. Amend Senate Bill 863 by replacing | ||||||
3 | everything after the enacting clause with the following: | ||||||
4 | "Section 5. The Legislative Commission Reorganization Act | ||||||
5 | of 1984 is amended by changing Section 9-2.5 as follows: | ||||||
6 | (25 ILCS 130/9-2.5) | ||||||
7 | Sec. 9-2.5. Newsletters and brochures. The Legislative | ||||||
8 | Printing Unit may not print for any member of the General | ||||||
9 | Assembly any newsletters or brochures during the period | ||||||
10 | beginning February 1 of the year of a general primary | ||||||
11 | election, except that in 2022 the period shall begin on May 15, | ||||||
12 | 2022, and ending the day after the general primary election | ||||||
13 | and during a period beginning September 1 of the year of a | ||||||
14 | general election and ending the day after the general | ||||||
15 | election. A member of the General Assembly may not mail, | ||||||
16 | during a period beginning February 1 of the year of a general |

1 | primary election, except that in 2022 the period shall begin | ||||||
2 | on May 15, 2022, and ending the day after the general primary | ||||||
3 | election and during a period beginning September 1 of the year | ||||||

6 | any time, by the Legislative Printing Unit, except that such a | ||||||
7 | newsletter or brochure may be mailed during those times if it | ||||||
8 | is mailed to a constituent in response to that constituent's | ||||||
9 | inquiry concerning the needs of that constituent or questions | ||||||
10 | raised by that constituent. Newsletters and printed material | ||||||
11 | may include autobiographical or biographical information about | ||||||
12 | a member of the General Assembly as long as the information | ||||||
13 | does not include: (1) information about past or future | ||||||
14 | campaigns; (2) information designed to provide an economic | ||||||
15 | benefit to the member or the member's family; or (3) family | ||||||
16 | news unrelated to the member's official role. | ||||||

18 | Section 99. Effective date. This Act takes effect upon | ||||||
