AMENDMENT TO SENATE BILL 455

2    AMENDMENT NO. ______. Amend Senate Bill 455 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Educational Partnership Act is amended by
5changing Sections 3, 4, 5, and 5.5 and by adding Section 5.10
6as follows:
 
7    (110 ILCS 40/3)  (from Ch. 144, par. 2203)
8    Sec. 3. To facilitate such cooperation, each public
9institution of higher education as defined in "An Act creating
10a Board of Higher Education, defining its powers and duties,
11making an appropriation therefor, and repealing an Act herein
12named", approved August 22, 1961, as amended, is authorized to
13establish programs, requested by and in cooperation with
14school districts located within the community, under which
15qualified students of such institution may provide high-impact
16tutorial services to elementary and secondary school students

1who are in need of such services, as determined and requested
2by those their respective school districts. The public
3institution of higher education may also coordinate with those
4school districts to secure additional high-impact tutors from
5within the community. Programs shall include the tracking of
6student progress in reading and mathematics skills over time.
7Each public institution of higher education is encouraged to
8work in partnership with public schools in this State
9maintaining any of grades kindergarten 9 through 12 in order
10to help assure that all students entering 9th grade in the
111989-90 school year and thereafter are offered, during their
12years of enrollment as high school students, all coursework
13required to satisfy statewide minimum admission requirements
14and standards established by the Board of Higher Education,
15pursuant to Section 9.07 of "An Act creating a Board of Higher
16Education, defining its powers and duties, making an
17appropriation therefor, and repealing an Act herein named",
18and coursework that satisfies specific career competencies.

21    Sec. 4. Students selected by a public institution of
22higher education and tutors from the community who are
23furnishing high-impact tutoring to furnish tutorial services:
24(i) shall meet basic requirements established by the State
25Board of Education pursuant to Section 2-3.49 of The School

1Code, as now or hereafter amended; and (ii) shall be assigned
2by such institution to a specific school district or
3districts, on a regularly recurring basis, and to a particular
4representative of such district who shall be responsible for
5providing any necessary supervision and direction to the
6student or community member furnishing such high-impact
7tutorial services.

10    Sec. 5. Public institutions of higher education shall,
11whenever possible, make arrangements for awarding academic
12credit to students furnishing high-impact tutoring services,
13and in addition shall provide for appropriate full or partial
14waiver of its tuition or fees to students furnishing
15high-impact tutoring services.

18    Sec. 5.5. High-impact tutorial Tutorial services by
19pre-service teacher candidates. Public and private
20institutions of higher education that have approved teacher
21education programs may engage pre-service teacher candidates
22in the high-impact tutorial services provided for in this Act.
23Students furnishing high-impact tutorial services under this
24Section may receive compensation for such services while also

1receiving academic or clinical experience credit or both.

3    (110 ILCS 40/5.10 new)
4    Sec. 5.10. Provision of high-impact tutorial services;
5funding. High-impact tutorial services shall be conducted by
6pre-service teacher candidates, students selected by a public
7institution of higher education, and community members as
8provided in this Act and shall be subject to appropriation;
9however, the State Board of Education is permitted to accept
10private funding or private resources at any time to implement
11this Act.".
