HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Brian W. Caputo, Ph.D. on
4the occasion of his retirement as president of College of
5DuPage; and
 
6    WHEREAS, Dr. Caputo earned a Bachelor of Science from the
7U.S. Military Academy at West Point, a Master of Science in
8Accountancy from DePaul University, and both a Master of
9Public Administration and a Ph.D. with fields of study in
10public administration, public policy, and government finance
11from Northern Illinois University (NIU); he is a Certified
12Public Accountant (CPA) and a Certified Public Finance Officer
13(CPFO); and
 
14    WHEREAS, Dr. Caputo served in the U.S. Army Reserve for 22
15years, where he specialized in human resources and financial
16management and led numerous command assignments, before
17retiring as a lieutenant colonel in 2004; and
 
18    WHEREAS, Before coming to College of DuPage, Dr. Caputo
19served as chief financial officer/city treasurer of the City
20of Aurora for nearly 19 years; and
 
21    WHEREAS, Dr. Caputo's career in higher education includes

1positions as a full-time faculty member at Central Michigan
2University and an adjunct professor at NIU; he has also served
3as a lecturer in numerous academic and professional
4capacities, including teaching classes in accountancy at
5College of DuPage; and
 
6    WHEREAS, Prior to his appointment as president of College
7of DuPage, Dr. Caputo served as vice president for
8administrative affairs and chief financial officer; upon
9becoming president in July 2019, he implemented his Strategic
10Long-Range Plan to encourage student success and to establish
11the arts, culture, community engagement, economic development,
12and organizational culture as essential pillars of the
13college; and
 
14    WHEREAS, During his tenure, Dr. Caputo sought to advance
15student success through the implementation of College of
16DuPage's Guided Pathways Initiative, a framework designed to
17help students effectively choose, enter, and complete a
18program of study that aligns with their goals for employment
19and further education, and was deeply involved in the
20college's Project Hire-Ed, a workforce development program to
21better align post-secondary education with workforce skill
22requirements through partnerships with area employers; seeking
23to close achievement gaps that currently exist for students of
24color and those who are underserved by 2025, he led the

1development of college's first equity plan in early 2020,
2serving as presiding officer of the Equity and Access Team to
3further aid the plan's implementation; and
 
4    WHEREAS, Dr. Caputo has further served College of DuPage
5and the surrounding community through supporting the creation
6of Innovation DuPage, a business incubator-accelerator
7designed to promote economic growth by leveraging partnerships
8with public and private entities, and he presently serves as a
9director of Choose DuPage, the county's economic development
10agency; and
 
11    WHEREAS, Dr. Caputo has previously served as a member of
12the Commission on Structured Pathways of the American
13Association of Community Colleges, and he has served as a
14member on the Governmental Accounting Standards Board since
152015; he is a peer accreditation reviewer with the Higher
16Learning Commission, and he also represents College of DuPage
17on the Illinois Council of Community College Presidents and
18chairs the council's Credential Committee; and
 
19    WHEREAS, Dr. Caputo has received several accolades,
20including being named the 2014 Government CFO of the Year by
21The Daily Herald Business Ledger, receiving the Model
22Administrator Award from The Greater Chicago Chapter of the
23American Society for Public Administration in 2018, and being

1recognized as a Notable Veteran Executive by Crain's Chicago
2Business in 2020; and
 
3    WHEREAS, Outside of his professional duties, Dr. Caputo
4has volunteered with the Boy Scouts of America (BSA) for
5decades; an Eagle Scout himself, he recently served as the
6president of the Three Fires Council of the BSA; for his
7distinguished service to the community, he received the 2021
8Outstanding Eagle Scout Award from the National Eagle Scout
9Association; and
 
10    WHEREAS, Dr. Caputo and his wife, Karen, are the parents
11of three children, Brian Jr., Gregory, and Katherine;
12therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we congratulate Brian W. Caputo, Ph.D. on his retirement as
16president of College of DuPage, and we wish him the best in all
17his future endeavors; and be it further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to Dr. Caputo as a symbol of our esteem and respect.
