HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize Charles D. Johnson for his
433 years of distinguished service to the State of Illinois,
5Lake County, and the Village of Buffalo Grove, contributing
6significantly in each capacity to the welfare of the
7communities he served; and
 
8    WHEREAS, Charles Johnson was admitted to the Illinois bar
9in 1986; he served the State of Illinois for four years as an
10assistant state's attorney in Lake County, where he worked in
11every division of the state's attorney's office, including
12traffic and misdemeanor, felony review, and lastly in the
13felony division, where he successfully prosecuted a decades
14old murder case; and
 
15    WHEREAS, Charles Johnson practiced municipal law for 10
16years in Lake County and, in that role, engaged with, advised,
17and mentored many young attorneys, seeking to facilitate their
18professional growth and success and helping them to establish
19relationships in the legal community; and
 
20    WHEREAS, Charles Johnson was appointed an associate judge
21in the 19th Judicial Circuit on January 19, 2005, and he was
22reappointed in 2007, 2011, 2015, and 2023, serving on the

1bench with impeccable professionalism, character, integrity,
2and compassion for 19 years; and
 
3    WHEREAS, Charles Johnson has presided in both criminal and
4civil courtrooms in the 19th Judicial Circuit, adhering to
5principles of equity, fairness, and common sense; he has
6demonstrated a steadfast commitment to the impartial
7administration of justice, fostered public trust, and upheld
8the honor and dignity of the judicial system; and
 
9    WHEREAS, Charles Johnson has also served the judiciary and
10the legal profession through his work on various judicial
11committees, including the Court Rules and Forms Committee, the
12Court Technology Committee, the Electronic Benchbook
13Committee, and the Judicial Education Committee; he worked on
14many special assignments, including the establishment of
15remote court practices during the COVID-19 pandemic and the
16creation and launch of the Integrated Case Management System
17for all four justice partners; he was awarded the Criminal
18Division Award in 2016 and 2021; and
 
19    WHEREAS, Charles Johnson has contributed his time and
20energy and demonstrated unwavering commitment to the
21betterment of the legal community over the course of his
22distinguished career in countless other ways, including by
23serving as co-editor of the Docket Editorial Board, the

1official monthly publication of the Lake County Bar
2Association, supporting and performing in countless events and
3fundraisers for the Lake County Bar Foundation and other
4non-profits, and working to enhance equal access to legal
5services and justice for all; and
 
6    WHEREAS, Charles Johnson has sought to serve as an
7inspiration and role model for Lake County's youth and to make
8his communities stronger and more vibrant by mentoring
9hundreds of students, frequently speaking to classes of high
10school students, allowing students to shadow him in the
11courthouse, and reading to primary school students on his
12lunch break; and
 
13    WHEREAS, Charles Johnson served the Village of Buffalo
14Grove in a myriad of capacities over his long career in public
15service, including as an elected village trustee, as a member
16of the Plan Commission, as a member of the Appearance
17Commission, and in several other volunteer capacities,
18including as a parade announcer for the Buffalo Grove Days
19Parade; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
22we congratulate and express our gratitude to Charles Johnson
23for his many years of outstanding service and dedication to

1the State of Illinois, Lake County, the Village of Buffalo
2Grove, and all of the residents therein, and we extend our best
3wishes for his future endeavors; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be

6and respect.
