HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the Honorable Amy Sholar
4on her assignment to the Fifth District Appellate Court; and
 
5    WHEREAS, The Fifth Appellate District hears cases from
6across 48 counties in the southernmost part of Illinois,
7including Alexander, Bond, Champaign, Christian, Clark, Clay,
8Clinton, Coles, Crawford, Cumberland, DeWitt, Douglas, Edgar,
9Edwards, Effingham, Fayette, Franklin, Gallatin, Hamilton,
10Hardin, Jackson, Jasper, Jefferson, Johnson, Lawrence, Macon,
11Madison, Marion, Massac, Monroe, Montgomery, Moultrie, Perry,
12Piatt, Pope, Pulaski, Randolph, Richland, St. Clair, Saline,
13Shelby, Union, Vermilion, Wabash, Washington, Wayne, White,
14and Williamson; and
 
15    WHEREAS, Judge Sholar, a lifelong resident of Madison
16County, earned a Bachelor of Arts from Southern Illinois
17University Edwardsville before continuing her education at St.
18Louis University, where she received her Juris Doctor in 2001;
19and
 
20    WHEREAS, Prior to becoming a judge, Judge Sholar practiced
21law, starting her own law practice as a founding partner at
22Sholar Stephan Law in Alton, where she worked from 2016 to

12021; before pursuing private practice, she worked in solo
2practice at Amy Sholar, P.C., served as planning coordinator
3for the City of Alton for three years, and served as an intern
4at Madison County State's Attorney's Office; and
 
5    WHEREAS, Judge Sholar was first appointed to the bench as
6a Third Circuit Judge on April 30, 2021; she was elected as a
7Resident Circuit Judge for Madison County in 2022; she also
8served as the Presiding Judge of the Family Division and was
9appointed by the Illinois Supreme Court to serve on the
10Judicial Inquiry Board in May 2023; and
 
11    WHEREAS, Judge Sholar has excelled in every facet of her
12legal career, earning her several appointments; she was
13appointed to the Southern Illinois University Board of
14Trustees by Governor Bruce Rauner, serving on the board from
15April 2015 to December 2020; during her term, she served as
16chairperson from 2018 to 2019; and
 
17    WHEREAS, Judge Sholar has been a notable member of several
18professional associations, including the Illinois State Bar
19Association, the Madison County Bar Association, and the
20Alton-Wood River Bar Association, where she formerly served as
21president and secretary; and
 
22    WHEREAS, Judge Sholar, known for her integrity, fairness,

1and her diligent, hardworking nature, has exhibited high
2levels of knowledge, expertise, and professionalism in the
3delivery of her assignments as a judge; and
 
4    WHEREAS, Judge Sholar, who is married and the mother of
5two adult children, is a current resident of the Alton/Godfrey
6area; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we congratulate the Honorable Amy Sholar on her assignment to
10the Fifth District Appellate Court, and we recognize the
11passion, commitment, and invaluable experience she brings to
12the bench; and be it further
 
13    RESOLVED, That we extend our best wishes to Judge Sholar
14on her recent appointment; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to Judge Sholar as an expression of our recognition.
