2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate the Mothers Trust |
4 | | Foundation (MTF) on the occasion of its 25th anniversary; and |
5 | | WHEREAS, MTF, located at the Gorton Center in Lake Forest, |
6 | | is a 501(c)(3) organization dedicated to providing immediate |
7 | | assistance to disadvantaged children in Lake County through |
8 | | collaborating with social workers and school counselors to |
9 | | identify children who may fall through the cracks of the |
10 | | social service system, focusing on children and their families |
11 | | who have nowhere else to turn; and |
12 | | WHEREAS, MTF was founded by the late Barbara Monsor who, |
13 | | at 75 years of age, established the foundation in 1998 |
14 | | following an 18-year career as a social worker at Youth |
15 | | Guidance in Chicago, where she witnessed firsthand how a |
16 | | seemingly small amount of assistance could positively change |
17 | | an otherwise challenging situation for a child; and |
18 | | WHEREAS, In order to qualify for aid from the foundation, |
19 | | a child must be at or below the poverty line and be between the |
20 | | ages of 0 and 21, and 96% of the households that the foundation |
21 | | supports have an annual income of less than $36,000; and |

1 | | WHEREAS, MTF meets every Wednesday morning to review |
2 | | requests made on behalf of children in need received by social |
3 | | counselors, social workers, and agencies from around the |
4 | | community; once a request is approved, the foundation prides |
5 | | itself on fulfilling requests within 24 to 48 hours; and |
6 | | WHEREAS, MTF assists children in fulfilling basic needs, |
7 | | including helping in paying rent, maintaining medical |
8 | | expenses, and providing clothing, shoes, and essential baby |
9 | | gear; the foundation also aids in covering enrichment |
10 | | opportunities and education-related expenses, among other |
11 | | circumstantial needs; according to its 2022 annual report, 35% |
12 | | of the foundation's spending typically goes towards providing |
13 | | kids with housing stability, 26% on sending kids to summer |
14 | | camp, 13% on covering the cost of clothes and shoes, and 9% |
15 | | towards enrichment programs, such as sports; and |
16 | | WHEREAS, Beyond day-to-day services, MTF hosts many large |
17 | | events that are catered toward providing the underserved youth |
18 | | of Lake County with special experiences, including its Pop Up |
19 | | Prom Shoppe and its Classroom Enrichment Grant pilot program; |
20 | | and |
21 | | WHEREAS, MTF is currently led by Executive Director Paula |
22 | | Turelli and made possible through the dedication and |
23 | | generosity of donors in the community and partnerships with |

1 | | corporations and other foundations who believe in its mission; |
2 | | the foundation depends on its staff, board, and hundreds of |
3 | | volunteers to make its vision a reality; and |
4 | | WHEREAS, Since 1998, MTF has assisted nearly 50,000 |
5 | | children and their families in Lake County with 4.7 million |
6 | | dollars in grants, providing hope for a brighter future; |
7 | | therefore, be it |
8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
9 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
10 | | we congratulate the Mothers Trust Foundation (MTF) on its 25th |
11 | | anniversary of serving the children of Lake County, and we |
12 | | wish the foundation continued success in the years to come; |
13 | | and be it further |
14 | | RESOLVED, That a suitable copy of this resolution be |
15 | | presented to MTF as an expression of our esteem and respect. |
