2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of Horace |
4 | | Oliver Taffe, Ph.D., who passed away on August 22, 2023; and
|
5 | | WHEREAS, Dr. Taffe was born to Owen Emmanuel and Carmen |
6 | | Louise Taffe in Linstead, St. Catherine, Jamaica on July 18, |
7 | | 1953; he received his bachelor's degree in electrical |
8 | | engineering from the Illinois Institute of Technology and his |
9 | | master's degree in adult education from DePaul University, |
10 | | where he also studied organizational change management; he |
11 | | earned his Doctor of Philosophy from Walden University, where |
12 | | he also studied behavioral science and family intervention |
13 | | strategies; and
|
14 | | WHEREAS, Dr. Taffe worked as an executive consultant and |
15 | | strategist at the JP Consulting Firm in South Holland; and
|
16 | | WHEREAS, Dr. Taffe was a member and ministry leader at All |
17 | | Nations Community Church, where he was active in many church |
18 | | committees; and
|
19 | | WHEREAS, Dr. Taffe loved art and was a talented artist and |
20 | | photographer; he was also an excellent cook who enjoyed |
21 | | preparing Jamaican and American cuisine for his family; and
|
|

1 | | WHEREAS, Dr. Taffe will be remembered as a |
2 | | conversationalist, a storyteller, a role model, and a mentor; |
3 | | and |
4 | | WHEREAS, Dr. Taffe was preceded in death by his daughter, |
5 | | Carmen; his parents; and his sister, Yvonne; and
|
6 | | WHEREAS, Dr. Taffe is survived by his wife, Mary; his son, |
7 | | Craig L. Taffe; his sisters, Thelma Taffe and Ann-Marie |
8 | | (Edwin) Goforth; his brothers, Lansley (Althea) Taffe and Paul |
9 | | (Marina) Taffe; his granddaughters, Savannah Taffe, Gabrielle |
10 | | Taffe, and Kailani Taffe; and a host of nieces, nephews, |
11 | | great-nieces, great-nephews, cousins, other family members, |
12 | | and friends; therefore, be it

13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
14 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
15 | | we mourn the passing of Horace Oliver Taffe, Ph.D. and extend |
16 | | our sincere
condolences to his family, friends, and all who |
17 | | knew and loved
him; and be it further
