HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate General John M. Green on
4the occasion of his promotion from colonel to brigadier
5general in the Illinois Air National Guard; and
 
6    WHEREAS, General Green presently serves as a state staff
7judge advocate for the Joint Force Headquarters (JFHQ) of the
8Illinois Air National Guard (ILANG) in Springfield, a position
9he has held since January 2009; he also serves as a principal
10legal advisor to the Adjutant General and the Commander of the
11ILANG; his work additionally includes coordinating the
12provision of legal services to the three Air Wings and tenant
13units of the State of Illinois; and
 
14    WHEREAS, General Green received a direct commission to
15serve as a judge advocate of the Air Force in April 1998; prior
16to being assigned to the JFHQ, he served the 183rd Wing in
17Springfield as deputy staff judge advocate from April 1998 to
18August 2006 and staff judge advocate from August 2006 to
19December 2008; he also served as judge advocate to the
20Commander of Task Force Pelican during Hurricane Katrina and
21as senior Title 32 legal advisor to the Dual Status Commander
22for the NATO Summit in Chicago; and

1    WHEREAS, General Green was previously promoted to first
2lieutenant on April 13, 1998, captain on April 14, 2000, major
3on April 20, 2004, lieutenant colonel on September 19, 2008,
4and colonel on May 22, 2014; and
 
5    WHEREAS, General Green is admitted to practice law before
6the Supreme Court of Illinois, the U.S. Court of Appeals for
7the Seventh Circuit, the U.S. District Court for the Central
8District of Illinois, the U.S. Court of Appeals for the Armed
9Forces, and the U.S. Air Force Court of Criminal Appeals; and
 
10    WHEREAS, In his civilian capacity, General Green serves as
11vice president of Government Relations and Regulatory Affairs
12for the Illinois CPA Society; he is also an adjunct faculty
13member at Western Illinois University, where he teaches legal
14issues and emergency management and lectures on the Illinois
15Emergency Management Act; he is additionally a member of the
16Illinois State Bar Association's Military Law Committee, the
17Illinois Attorney General's Charitable Advisory Committee, and
18the board of directors of Sacred Heart-Griffin High School and
19the Memorial Hospital Foundation; and
 
20    WHEREAS, General Green is an Eagle Scout and a council
21member at-large of the Abraham Lincoln Council Boy Scouts of
22America; he is a past president of the Western Illinois Alumni
23Association, from which he received the Alumni Achievement

1Award; and
 
2    WHEREAS, General Green possesses a Bachelor of Arts from
3Western Illinois University in Macomb, which he earned in
41987, and a Juris Doctor from Saint Louis University in St.
5Louis, Missouri, which he earned in 1996; he additionally
6attended the Air War College, by correspondence, in 2013; and
 
7    WHEREAS, General Green has received a number of awards and
8decorations, including the Meritorious Service Medal with one
9oak leaf cluster, the Air Force Achievement Medal, the Army
10Achievement Medal, the National Defense Service Medal, the
11Global War on Terrorism Service Medal, the Humanitarian
12Service Award, the Air Force Longevity Service with three oak
13leaf clusters, the Armed Forces Reserve Medal with "M" device,
14the Air Force Training Ribbon, the Illinois Military Long and
15Honorable Service Medal with two oak leaf clusters, the
16Illinois Military Attendance Ribbon with "8" device, and the
17Louisiana Emergency Service Medal; and
 
18    WHEREAS, General Green's promotion ceremony will be held
19at Camp Lincoln in Springfield on June 4, 2023; therefore, be
20it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we congratulate Brigadier General John M. Green on his
2promotion in the Illinois Air National Guard, and we wish him
3the best in his future endeavors; and be it further
