2 | WHEREAS, It is highly fitting that the Illinois General | ||||||
3 | Assembly pays honor and respect to those who have served our | ||||||
4 | country and, in doing so, have made the ultimate sacrifice for | ||||||
5 | our nation; and | ||||||
6 | WHEREAS, United States Army Staff Sergeant Robert J. | ||||||
7 | Miller of Oviedo, Florida, formerly of Wheaton, was killed in | ||||||
8 | action near Barikowt, Afghanistan on January 25, 2008; and | ||||||
9 | WHEREAS, SSG Miller was a Special Forces weapons sergeant | ||||||
10 | assigned to Company A, 3rd Battalion, 3rd Special Forces Group | ||||||
11 | (Airborne); and | ||||||
12 | WHEREAS, SSG Miller was born on October 14, 1983 in | ||||||
13 | Harrisburg, Pennsylvania; he was a 2002 graduate of Wheaton | ||||||
14 | North High School; he volunteered for military service and | ||||||
15 | enlisted in the U.S. Army on August 14, 2003 as a Special | ||||||
16 | Forces candidate, graduating from the Special Forces | ||||||
17 | Qualification Course in 2005 and earning the coveted Green | ||||||
18 | Beret; and | ||||||
19 | WHEREAS, SSG Miller was deployed with 3rd SFG (A) in | ||||||
20 | support of Operation Enduring Freedom in 2006; during his | ||||||
21 | deployment, he was awarded the Army Commendation Medal with |

1 | Valor for his courage in the face of the enemy; he was also | ||||||
2 | promoted to the rank of staff sergeant while deployed; his | ||||||
3 | other awards and decorations include the Army Good Conduct | ||||||
4 | Medal, the Afghanistan Campaign Medal, the Global War on | ||||||
5 | Terrorism Service Medal, two Noncommissioned Officer | ||||||
6 | Professional Development Ribbons, the NATO Medal, the | ||||||
7 | Parachutist Badge, the Ranger Tab, and the Special Forces Tab; | ||||||
8 | and | ||||||
9 | WHEREAS, SSG Miller will be honored by St. Michael Church | ||||||
10 | and School in Wheaton with the naming of a plaza in his honor; | ||||||
11 | and | ||||||
12 | WHEREAS, SSG Miller was inducted as a Laureate of The | ||||||
13 | Lincoln Academy of Illinois and awarded the Order of Lincoln, | ||||||
14 | the State's highest honor, by the Governor in 2012; and | ||||||
15 | WHEREAS, SSG Miller's extraordinary valor ultimately saved | ||||||
16 | the lives of seven members of his own team and 15 Afghanistan | ||||||
17 | National Army soldiers; and | ||||||
18 | WHEREAS, SSG Miller was awarded the Congressional Medal of | ||||||
19 | Honor for his heroism and selflessness above and beyond the | ||||||
20 | call of duty, and at the cost of his own life; these actions | ||||||
21 | are in keeping with the highest traditions of military service | ||||||
22 | and reflect great credit upon himself; and |

1 | WHEREAS, SSG Miller is survived by his parents, Philip and | ||||||
2 | Maureen Miller; his brothers, Thomas, Martin, and Edward; and | ||||||
3 | his sisters, Joanna, Mary, Therese, and Patricia; therefore, | ||||||
4 | be it | ||||||
5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
6 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
7 | SENATE CONCURRING HEREIN, that we designate the section of | ||||||
8 | Illinois Route 38 in Wheaton between County Farm Road and | ||||||
9 | Winfield Road as the "U.S. Army SSG Robert J. Miller Memorial | ||||||
10 | Highway"; and be it further | ||||||
11 | RESOLVED, That the Illinois Department of Transportation | ||||||
12 | is requested to erect, at suitable locations consistent with | ||||||
13 | State and federal regulations, appropriate plaques or signs | ||||||
14 | giving notice of the name "U.S. Army SSG Robert J. Miller | ||||||
15 | Memorial Highway"; and be it further | ||||||
16 | RESOLVED, That suitable copies of this resolution be | ||||||
17 | presented to the family of SSG Miller and the Secretary of the | ||||||
18 | Illinois Department of Transportation. |
