2 | | WHEREAS, The State of Illinois developed the world's first |
3 | | juvenile court in 1899 out of concern that children be removed |
4 | | from adult prison and receive a second chance and has |
5 | | consistently been a leader in protecting children and |
6 | | promoting their rights; and |
7 | | WHEREAS, The Illinois legal innovation of a juvenile court |
8 | | was rapidly adopted throughout the world; and |
9 | | WHEREAS, The State of Illinois, based on its history and |
10 | | tradition of human rights and responsibilities, is committed |
11 | | to the human rights of children, including those children in |
12 | | conflict with the law; and |
13 | | WHEREAS, In the 1980s, the United States participated in a |
14 | | working group, along with nearly 80 other nations, to draft a |
15 | | Convention on the Rights of the Child, which was written with |
16 | | the specific purpose of promoting and protecting the |
17 | | well-being of all children, including those in conflict with |
18 | | the law; and |
19 | | WHEREAS, On November 20, 1989, the United Nations General |
20 | | Assembly unanimously adopted the Convention on the Rights of |
21 | | the Child; and |

1 | | WHEREAS, The United States formally signed the Convention |
2 | | on the Rights of the Child in 1995, signifying its intent to |
3 | | ratify the Convention; and |
4 | | WHEREAS, The Convention on the Rights of the Child has |
5 | | been ratified by all of the world's nations, except the United |
6 | | States, making it the most widely ratified human rights |
7 | | document in history; and |
8 | | WHEREAS, The Illinois 99th General Assembly adopted HR |
9 | | 1143 in 2010, with bi-partisan sponsorship, urging the |
10 | | ratification of the Convention on the Rights of the Child and |
11 | | urging all Illinois agencies to ensure their policies and |
12 | | practices comply with the Convention on the Rights of the |
13 | | Child; therefore, be it |
14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
15 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
16 | | SENATE CONCURRING HEREIN, that we urge all agencies in the |
17 | | State of Illinois, in particular those concerned with the |
18 | | economic opportunity, education, health care, housing, |
19 | | justice, nutrition, protection, and recreation of children, to |
20 | | ensure their policies and programs comply with the Convention |
21 | | on the Rights of the Child; and be it further |

1 | | RESOLVED, That we urge the President of the United States, |
2 | | Joe Biden, to submit the Convention on the Rights of the Child |
3 | | to the Senate Foreign Relations Committee for review; and be |
4 | | it further |
5 | | RESOLVED, That we urge the Senate of the United States to |
6 | | ratify the Convention on the Rights of the Child; and be it |
7 | | further |
8 | | RESOLVED, That suitable copies of this resolution be |
9 | | delivered to the President of the United States, the Minority |
10 | | Leader of the United States Senate, the Majority Leader of the |
11 | | United States Senate, and the United States Senators from |
12 | | Illinois. |
