1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by changing Section 605-1080 as follows:

8    (Section scheduled to be repealed on January 1, 2026)
9    Sec. 605-1080. Personal care products industry supplier
10disparity study.
11    (a) Subject to appropriation, the The Department shall
12compile and publish a disparity study by December 31, 2027
132022 that: (1) evaluates demographic data whether there exists
14intentional discrimination at the supplier or distribution
15level for retailers of beauty products, cosmetics, hair care
16supplies, and personal care products in the State of Illinois;
17and (2) if so, evaluates the impact of such discrimination on
18the State and includes recommendations for reducing or
19eliminating any barriers to entry for underrepresented
20populations to those wishing to establish businesses at the
21retail level involving such products. The Department shall
22forward a copy of its findings and recommendations to the
23General Assembly and Governor.

1    (b) The Department may compile, collect, or otherwise
2gather data necessary for the administration of this Section
3and to carry out the Department's duty relating to the
4recommendation of policy changes. The Department shall compile
5all of the data into a single report, submit the report to the
6Governor and the General Assembly, and publish the report on
7its website.
8    (c) This Section is repealed on January 1, 2029 2026.

10    Section 99. Effective date. This Act takes effect upon
11becoming law.
