AMENDMENT TO HOUSE BILL 4535

2    AMENDMENT NO. ______. Amend House Bill 4535 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Sections 3-651, 3-698, and 3-699.15 as follows:
 
6    (625 ILCS 5/3-651)
7    Sec. 3-651. U.S. Marine Corps license plates.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and
10applications made in the form prescribed by the Secretary of
11State, may issue special registration plates designated as
12U.S. Marine Corps license plates to residents of Illinois who
13meet eligibility requirements prescribed by the Secretary of
14State. The special plate issued under this Section shall be
15affixed only to passenger vehicles of the first division,
16motorcycles, motor vehicles of the second division weighing

1not more than 8,000 pounds, and recreational vehicles as
2defined by Section 1-169 of this Code. Plates issued under
3this Section shall expire according to the staggered
4multi-year procedure established by Section 3-414.1 of this
5Code.
6    (b) The design, color, and format of the plates shall be
7wholly within the discretion of the Secretary of State, except
8that the U.S. Marine Corps emblem shall appear on the plates.
9The Secretary may, in his or her discretion, allow the plates
10to be issued as vanity or personalized plates in accordance
11with Section 3-405.1 of this Code. The plates are not required
12to designate "Land Of Lincoln", as prescribed in subsection
13(b) of Section 3-412 of this Code. The Secretary shall
14prescribe the eligibility requirements and, in his or her
15discretion, shall approve and prescribe stickers or decals as
16provided under Section 3-412.
17    (c) An applicant shall be charged a $5 fee for original
18issuance in addition to the applicable registration fee. This
19additional fee shall be deposited into the Marine Corps
20Scholarship Fund. For each registration renewal period, an $18
21fee, in addition to the appropriate registration fee, shall be
22charged. This additional fee shall be deposited into the
23Marine Corps Scholarship Fund.
24    The Secretary of State shall waive any additional fees
25under this subsection if the individual requesting the license
26plate:

1        (1) requests that the additional fees be waived; and
2        (2) is serving or has served in any branch of the
3    United States Armed Forces, including the National Guard
4    or other reserve components of the Armed Forces.
5    (d) The Marine Corps Scholarship Fund is created as a
6special fund in the State treasury. All moneys in the Marine
7Corps Scholarship Fund shall, subject to appropriation by the
8General Assembly and distribution by the Secretary, be used by
9the Marine Corps Coordinating Council of Illinois, Inc., a
10recognized charitable organization that meets the requirements
11of Title 26, Section 501(c)(3) of the United States Code, to
12provide grants for scholarships for higher education. The
13scholarship recipients must be the children of current or
14former members of the United States Marine Corps who meet the
15academic, financial, and other requirements established by the
16Marine Corps Scholarship Foundation. In addition, the
17recipients must be Illinois residents and must attend a
18college or university located within the State of Illinois.
19    (e) In addition, the Marine Corps Coordinating Council of
20Illinois is authorized to provide grants to the Marine Corps
21Scholarship Foundation, the Young Marine National Foundation,
22the Women Marines Association, and to any local chapter of the
23Marine Corps League that is located in Illinois. Any grant
24money paid from the Marine Corps Scholarship Fund shall be
25used for scholarships for undergraduate, graduate, and career
26and technical education and certification, financial

1assistance, or monetary awards to veterans or veterans'
2families that are located within the State of Illinois.

5    Sec. 3-698. U.S. Air Force license plates.
6    (a) The Secretary, upon receipt of all applicable fees and
7applications made in the form prescribed by the Secretary of
8State, may issue special registration plates designated as
9U.S. Air Force license plates to residents of Illinois who
10meet eligibility requirements prescribed by the Secretary of
11State. The special plate issued under this Section shall be
12affixed only to passenger vehicles of the first division,
13motor vehicles of the second division weighing not more than
148,000 pounds, and recreational vehicles as defined by Section
151-169 of this Code. Plates issued under this Section shall
16expire according to the multi-year procedure established by
17Section 3-414.1 of this Code.
18    (b) The design, color, and format of the plates shall be
19wholly within the discretion of the Secretary of State, except
20that the U.S. Air Force emblem shall appear on the plates. The
21Secretary may, in his or her discretion, allow the plates to be
22issued as vanity or personalized plates in accordance with
23Section 3-405.1 of this Code. The plates are not required to
24designate "Land Of Lincoln", as prescribed in subsection (b)
25of Section 3-412 of this Code. The Secretary shall prescribe

6this additional fee, $15 shall be deposited into the Secretary
7of State Special License Plate Fund and $5 shall be deposited
8into the Octave Chanute Aerospace Heritage Fund. For each
9registration renewal period, a $20 fee, in addition to the
10appropriate registration fee, shall be charged. Of this
11additional fee, $2 shall be deposited into the Secretary of
12State Special License Plate Fund and $18 shall be deposited
13into the Octave Chanute Aerospace Heritage Fund.
14    The Secretary of State shall waive any additional fees
15under this subsection if the individual requesting the license
16plate:
17        (1) requests that the additional fees be waived; and
18        (2) is serving or has served in any branch of the
19    United States Armed Forces, including the National Guard
20    or other reserve components of the Armed Forces.
21    (d) The Octave Chanute Aerospace Heritage Fund is created
22as a special fund in the State treasury. All moneys in the
23Octave Chanute Aerospace Heritage Fund shall be paid, subject
24to appropriation by the General Assembly and approval by the
25Secretary, as grants to the Rantoul Historical Society and
26Museum, or any other charitable foundation responsible for the

1former exhibits and collections of the Chanute Air Museum, for
2operational and program expenses of the Chanute Air Museum and
3any other structure housing exhibits and collections of the
4Chanute Air Museum.

7    Sec. 3-699.15. Coast Guard license plates.
8    (a) The Secretary, upon receipt of all applicable fees and
9applications made in the form prescribed by the Secretary of
10State, may issue special registration plates designated as
11U.S. Coast Guard plates. The special plates issued under this
12Section shall be affixed only to passenger vehicles of the
13first division or motor vehicles of the second division
14weighing not more than 8,000 pounds. Plates under this Section
15shall expire according to the multi-year procedure established
16by Section 3-414.1 of this Code.
17    (b) The design and color of the special plates shall be
18wholly within the discretion of the Secretary. Appropriate
19documentation, as determined by the Secretary, shall accompany
20each application.
21    (c) An applicant shall be charged a $26 fee for the
22original issuance in addition to the appropriate registration
23fee, if applicable. Of this fee, $11 shall be deposited into
24the Illinois Veterans' Homes Fund and $15 shall be deposited
25into the Secretary of State Special License Plate Fund. For

1each registration renewal period, a $26 fee, in addition to
2the appropriate registration fee, shall be charged. Of this
3fee, $24 shall be deposited into the Illinois Veterans' Homes
4Fund and $2 shall be deposited into the Secretary of State
5Special License Plate Fund.
6    The Secretary of State shall waive any additional fees
7under this subsection if the individual requesting the license
8plate:
9        (1) requests that the additional fees be waived; and
10        (2) is serving or has served in any branch of the
11    United States Armed Forces, including the National Guard
12    or other reserve components of the armed forces.
