SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.196 new

    Amends the School Code. Provides that in consultation with education stakeholders, the State Board of Education shall develop a comprehensive literacy plan for the State that at a minimum, addresses specified areas. Provides that the State Board shall develop and adopt a comprehensive literacy plan for the State on or before January 31, 2024. Provides that the State Board shall adopt rules necessary to implement this Section. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Comprehensive literacy plan.
8    (a) In consultation with education stakeholders, the State
9Board of Education shall develop a comprehensive literacy plan
10for the State that at a minimum, addresses the following
11areas:
12        (1) developing goals for the optimal number of
13    students assigned to each kindergarten through grade 6
14    classroom.
15        (2) developing a comprehensive reading teacher content
16    area test that shall be taken by any candidate for an
17    endorsement as a reading teacher or reading specialist
18    that addresses the following foundations:
19            (A) phonological and phonemic awareness;
20            (B) concepts of print and the alphabetic
21        principle;
22            (C) the role of phonics in promoting reading
23        development;

1            (D) word analysis skills and strategies;
2            (E) vocabulary development;
3            (F) linguistics;
4            (G) morphology;
5            (H) application of reading comprehension skills
6        and strategies; and
7            (I) methods for assessing reading development;
8        (3) establishing a grant program that makes funding
9    available to school districts to hire reading teachers,
10    reading specialists, literacy specialists, or reading and
11    literacy coaches; and
12        (4) establishing a grant program that may be used by a
13    school district to provide additional bonuses to any
14    educator that has achieved or is seeking a Reading Teacher
15    or Reading Specialist Endorsement on their Professional
16    Educator License.
17    (b) The State Board of Education shall develop and adopt a
18comprehensive literacy plan on or before January 31, 2024.
19    (c) The State Board of Education shall adopt rules
20necessary to implement this Section.
 
21    Section 99. Effective date. This Act takes effect upon
22becoming law.
