2 | AMENDMENT NO. ______. Amend House Bill 3643 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The School Code is amended by changing Section | ||||||
5 | 10-22.20 as follows:
| ||||||
6 | (105 ILCS 5/10-22.20) (from Ch. 122, par. 10-22.20)
| ||||||
7 | Sec. 10-22.20. Classes for adults and youths whose | ||||||
8 | schooling has
been interrupted; conditions for State | ||||||
9 | reimbursement; use of child
care facilities. | ||||||
10 | (a) To establish special classes for the
the instruction | ||||||
11 | (1)
of persons of age 21 years or over and (2) of persons less | ||||||
12 | than age 21
and not otherwise in attendance in public school, | ||||||
13 | for the purpose of
providing adults in the community and | ||||||
14 | youths whose schooling has been
interrupted with such | ||||||
15 | additional basic education, vocational skill
training, and | ||||||
16 | other instruction as may be necessary to increase their

1 | qualifications for employment or other means of self-support | ||||||
2 | and their
ability to meet their responsibilities as citizens, | ||||||
3 | including courses of
instruction regularly accepted for | ||||||
4 | graduation from elementary or high
schools and for | ||||||
5 | Americanization and high school equivalency testing review | ||||||
6 | classes. | ||||||
7 | The board shall pay the necessary expenses of such classes | ||||||
8 | out of
school funds of the district, including costs of | ||||||
9 | student transportation
and such facilities or provision for | ||||||
10 | child-care as may be necessary in
the judgment of the board to | ||||||
11 | permit maximum utilization of the courses
by students with | ||||||
12 | children, and other special needs of the students
directly | ||||||
13 | related to such instruction. The expenses thus incurred shall
| ||||||
14 | be subject to State reimbursement, as provided in Section | ||||||
15 | 2-12.5 of the Public Community College Act. The
board may make | ||||||
16 | a tuition charge for persons taking instruction who are
not | ||||||
17 | subject to State reimbursement, such tuition charge not to | ||||||
18 | exceed
the per capita cost of such classes.

19 | The cost of such instruction, including the additional | ||||||
20 | expenses herein
authorized, shall be assumed in its entirety
| ||||||
21 | from funds appropriated by the State to the Illinois Community | ||||||
22 | College
Board as provided in Section 2-12.5 of the Public | ||||||
23 | Community College Act.
| ||||||
24 | (b) The
Illinois Community College Board shall establish
| ||||||
25 | the standards for the
courses of instruction reimbursed
under | ||||||
26 | this Section. The Illinois Community College Board shall |
| |||||||
| |||||||
1 | supervise the
administration of the programs. The Illinois | ||||||
2 | Community College Board shall
determine the cost
of | ||||||
3 | instruction in accordance with standards established by the | ||||||
4 | Illinois
Community College Board, including therein
other | ||||||
5 | incidental costs as herein authorized, which shall serve as | ||||||
6 | the basis of
State reimbursement in accordance with the | ||||||
7 | provisions of the Public Community College Act. In the
| ||||||
8 | approval of programs and the determination of the cost of | ||||||
9 | instruction, the
Illinois Community College Board shall | ||||||
10 | provide
for the maximum utilization of federal
funds for such | ||||||
11 | programs.

district may claim evidence-based funding | ||||||
21 | under Section 18-8.15 for any student
under age 21 who is | ||||||
22 | enrolled in courses accepted for graduation from elementary
or | ||||||
23 | high school and who otherwise meets the requirements of | ||||||
24 | Section 18-8.15.
