AMENDMENT TO HOUSE BILL 3643

2    AMENDMENT NO. ______. Amend House Bill 3643 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
510-22.20 as follows:
 
6    (105 ILCS 5/10-22.20)  (from Ch. 122, par. 10-22.20)
7    Sec. 10-22.20. Classes for adults and youths whose
8schooling has been interrupted; conditions for State
9reimbursement; use of child care facilities.
10    (a) To establish special classes for the the instruction
11(1) of persons of age 21 years or over and (2) of persons less
12than age 21 and not otherwise in attendance in public school,
13for the purpose of providing adults in the community and
14youths whose schooling has been interrupted with such
15additional basic education, vocational skill training, and
16other instruction as may be necessary to increase their

1qualifications for employment or other means of self-support
2and their ability to meet their responsibilities as citizens,
3including courses of instruction regularly accepted for
4graduation from elementary or high schools and for
5Americanization and high school equivalency testing review
6classes.
7    The board shall pay the necessary expenses of such classes
8out of school funds of the district, including costs of
9student transportation and such facilities or provision for
10child-care as may be necessary in the judgment of the board to
11permit maximum utilization of the courses by students with
12children, and other special needs of the students directly
13related to such instruction. The expenses thus incurred shall
14be subject to State reimbursement, as provided in Section
152-12.5 of the Public Community College Act. The board may make
16a tuition charge for persons taking instruction who are not
17subject to State reimbursement, such tuition charge not to
18exceed the per capita cost of such classes.
19    The cost of such instruction, including the additional
20expenses herein authorized, shall be assumed in its entirety
21from funds appropriated by the State to the Illinois Community
22College Board as provided in Section 2-12.5 of the Public
23Community College Act.
24    (b) The Illinois Community College Board shall establish
25the standards for the courses of instruction reimbursed under
26this Section. The Illinois Community College Board shall

1supervise the administration of the programs. The Illinois
2Community College Board shall determine the cost of
3instruction in accordance with standards established by the
4Illinois Community College Board, including therein other
5incidental costs as herein authorized, which shall serve as
6the basis of State reimbursement in accordance with the
7provisions of the Public Community College Act. In the
8approval of programs and the determination of the cost of
9instruction, the Illinois Community College Board shall
10provide for the maximum utilization of federal funds for such
11programs.

19    (j) In addition to claiming reimbursement under this
20Section, a school district may claim evidence-based funding
21under Section 18-8.15 for any student under age 21 who is
22enrolled in courses accepted for graduation from elementary or
23high school and who otherwise meets the requirements of
24Section 18-8.15.
