SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.992 new
30 ILCS 105/6z-139 new

    Amends the State Finance Act. Creates the Opiate Antagonist Bulk Purchase Fund. Provides that the Fund is created as a special fund in the State treasury. Provides that the Fund shall be used by the Department of Public Health for bulk purchasing of opiate antagonists. Provides that the Fund may receive gifts, grants, bequests, donations, and moneys from any other source, public or private. Grants the Department of Public Health rulemaking powers. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.992 and 6z-139 as follows:
 
6    (30 ILCS 105/5.992 new)
7    Sec. 5.992. The Opiate Antagonist Bulk Purchase Fund.

9    Sec. 6z-139. The Opiate Antagonist Bulk Purchase Fund.
10    (a) The Opiate Antagonist Bulk Purchase Fund is created as
11a special fund in the State treasury. The Fund may receive
12gifts, grants, bequests, donations, and moneys from any other
13lawful source, public or private. Any interest earned on
14moneys in the Fund shall be deposited into the Fund.
15    (b) Subject to appropriation, moneys in the Opiate
16Antagonist Bulk Purchase Fund shall be used by the Department
17of Public Health for bulk purchasing of opiate antagonists and
18for the making of grants for the distribution of opiate
19antagonists.
20    (c) The Department of Public Health shall adopt rules
21establishing requirements for the distribution of grant moneys
22and the determination of which persons or entities are

1eligible and most in need of those grants, and it may adopt any
2other rules necessary to implement this Section and administer
3the Fund.
 
4    Section 99. Effective date. This Act takes effect upon
5becoming law.
