SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Philip Twiss Siegert, M.D., who passed
4away on July 12, 2022; and
 
5    WHEREAS, Dr. Siegert was born to Rudolph B. Siegert, M.D.
6and Margaret Twiss Siegert in Saint Louis, Missouri on
7December 13, 1939; he received his Bachelor of Science from
8the University of Illinois in Champaign in 1962, where he
9earned a varsity letter in swimming and was selected for the
10George Huff Award; he earned his Doctor of Medicine in 1966 and
11his Master of Science in Surgery from the University of
12Illinois in Chicago in 1969; he completed his residency at
13Presbyterian St. Luke's Hospital in Chicago; he served as a
14major in the U.S. Army Medical Corps and as deputy commander of
15the military hospital at Fort Stewart in Georgia; and
 
16    WHEREAS, Dr. Siegert moved his family to Rock Island in
171973 and established his private practice as a general surgeon
18with Paul Moen, M.D., serving patients in the Quad Cities
19until his retirement in 2004; his professional tenures
20included medical leadership positions at Moline Public
21Hospital, Franciscan Hospital, Hammond Henry Hospital, Illini
22Hospital, United Medical Center, Lutheran Hospital, and Des
23Moines Osteopathic Medical Center; he served as the director

1of Trauma for Trinity Medical Center Systems from 1995 to
22006; and
 
3    WHEREAS, Dr. Siegert held numerous local, state, and
4national professional memberships and affiliations; he was a
5member of the Rock Island County Medical Society since 1973,
6serving as president and on the Board of Censors from 1988 to
71992; he was a published member of the Association of
8Bariatric Surgeons and a Fellow of the American College of
9Surgeons (ACS), serving as president of the Illinois Chapter
10of ACS from 1994 to 1995; he was appointed governor of the ACS,
11representing Illinois from 1996 to 2002; he also served as a
12board member for Trinity Medical Center Systems; and
 
13    WHEREAS, Dr. Siegert achieved a number of professional
14honors during his career, including being designated as a
15member of the Joint Commission of the National Ambulatory
16Committee by the American College of Surgeons in 2001 and
17chosen to author national guidelines for Ambulatory Care; he
18received further distinction when the Illinois Chapter of the
19ACS created the Dr. Philip T. Siegert Fellows Service Award in
20his honor, which is awarded annually to a surgeon recognized
21for distinguished service within the medical community; and
 
22    WHEREAS, Dr. Siegert supported the construction of the
23Bi-State Sportsman's Association in Colona, where he shot

1competitively for several decades; he also helped arrange
2numerous charitable funding drives and events for the local
3chapter of the Boy Scouts of America; and
 
4    WHEREAS, Dr. Siegert was a true family man; he loved
5spending time with his family and going on family trips, with
6notable locations including Jackson Hole, Wyoming, Lake
7Powell, Utah, Table Rock Lake, Missouri, and Ontario, Canada;
8he was an avid outdoorsman, taking many trips with friends; he
9had a passion for shooting sporting clays; he was a fervent
10Illini and Chicago Bears fan, supporting both teams throughout
11his life; in retirement, he gathered weekly for lunch with the
12Romeo Club, a group of retired Quad City friends; alongside
13his wife, he maintained lifelong family friendships with the
14Steak Club, a close knit group of University of Illinois
15graduates from the 1960s who relocated to the Quad Cities; and
 
16    WHEREAS, Dr. Philip Siegert was preceded in death by his
17parents; his brother, Rudy Siegert; and his grandson, Curtis
18Swan; and
 
19    WHEREAS, Dr. Philip Siegert is survived by his wife of 62
20years, Pamela Froom Siegert; his children, Leslie (Joseph)
21DeLaRosa, Lori (David) Swan, M.D., Elizabeth (Evans) Steen,
22Philip (Susan Tady) Siegert, and Abby (Ted) Laatz; his
23grandchildren, Robert DeLaRosa, Philip DeLaRosa, Pamela Swan,

1Maxwell Swan, Chelsea Steen, Caleb Steen, Margaret Steen,
2Brooke Steen, Joshua Steen, Lily Siegert, Luke Siegert, Gibson
3Siegert, Michael Laatz, Charlie Laatz, Thomas Laatz, and
4Elizabeth Laatz; his brothers, Robert Siegert, M.D., and
5Michael Siegert; and his numerous nieces and nephews;
6therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
9Philip Twiss Siegert, M.D., and extend our sincere condolences
10to his family, friends, and all who knew and loved him; and be
11it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to the family of Dr. Siegert as an expression of our
14deepest sympathy.
