SENATE RESOLUTION

 
2    WHEREAS, The Illinois Court Reporters Association (ILCRA)
3provides leadership and information to the users of verbatim
4court reporting services and the public in Illinois regarding
5the special competency, importance, and value of the shorthand
6reporting system and the key role certified shorthand
7reporters play in the justice system in Illinois courts; and
 
8    WHEREAS, Every day, stenographic realtime captioners in
9Illinois provide communication access for millions of people
10throughout the State and country who are deaf or
11hard-of-hearing, when the consumers of realtime captions are
12engaged in their business, educational, recreational, and
13personal lives; and
 
14    WHEREAS, Court reporters capture testimony and
15communications at legal proceedings and official meetings by
16use of contemporaneous shorthand as the proceedings occur; and
 
17    WHEREAS, Illinois court reporters are licensed Certified
18Shorthand Reporters (CSRs) who diligently serve as guardians
19of the record and provide verbatim transcripts of depositions,
20trials, hearings, and meetings; and
 
21    WHEREAS, Court reporters in Illinois utilize digital

1technology, including their sophisticated steno machines and
2computers, to instantly capture every spoken word in realtime
3shorthand and regularly create their shorthand notes from
4participants speaking in proceedings at speeds of between
5200-275 words per minute; and
 
6    WHEREAS, Illinois CSRs produce the Official Record of
7Proceedings upon which Illinois courts, attorneys, and
8litigants can rely in the pursuit of protection of their
9rights and interests in the judicial system and are
10conscientious in protecting the private, proprietary, and
11confidential information that they hear and report for the
12users of their services; therefore, be it
 
13    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, that we declare February
155-12, 2022 as "Court Reporting and Captioning Week" in the
16State of Illinois; and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the Illinois Court Reporters Association as a
19symbol of our respect and esteem.
