SYNOPSIS AS INTRODUCED:
 
110 ILCS 58/55

    Amends the Mental Health Early Action on Campus Act. Provides that the General Assembly shall appropriate $19,000,000 in Fiscal Year 2023 for the purposes of this Act. Provides that the funds shall be distributed to the public colleges and universities according to the recommendations of a specified report of the Commission on Government Forecasting and Accountability. Provides that the Commission on Government Forecasting and Accountability, in conjunction with the Illinois Community College Board and the Board of Higher Education, must make recommendations to the General Assembly on the amounts necessary to implement this Act for Fiscal Years 2024 through 2027, and may make such recommendations for Fiscal Years thereafter. Deletes provisions making the Act subject to appropriation. Effective July 1, 2022.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Mental Health Early Action on Campus Act is
5amended by changing Section 55 as follows:
 
6    (110 ILCS 58/55)
7    Sec. 55. Funding. The General Assembly shall appropriate
8$19,000,000 in Fiscal Year 2023 for the purposes of this Act.
9The funds shall be distributed to the public colleges and
10universities as noted on pages 37-38, and to the Illinois
11Board of Higher Education for the Technical Assistance Center
12as noted in page 86, of the December 2019 Commission on
13Government Forecasting and Accountability report. The
14Commission on Government Forecasting and Accountability, in
15conjunction with the Illinois Community College Board and the
16Board of Higher Education, must make recommendations to the
17General Assembly on the amounts necessary to implement this
18Act for Fiscal Years 2024 through 2027, and may make such
19recommendations for Fiscal Years thereafter. The funding
20recommendation must be provided by the Commission no later
21than December 31, 2022. This Act is subject to appropriation.

3this Act. The initial recommendation must be provided by the
4Commission no later than December 31, 2019. Any appropriation
5provided in advance of this initial recommendation may be used
6for planning purposes. No Section of this Act may be funded by
7student fees created on or after July 1, 2020. Public colleges
8or universities may seek federal funding or private grants, if
9available, to support the provisions of this Act.

11    Section 99. Effective date. This Act takes effect July 1,
