AMENDMENT TO SENATE BILL 2316

2    AMENDMENT NO. ______. Amend Senate Bill 2316 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by adding
5Section 13C-80 as follows:
 
6    (625 ILCS 5/13C-80 new)
7    Sec. 13C-80. Self-service stations.
8    (a) The Agency shall provide official self-service
9inspection stations within the City of Chicago. Each new
10station shall be located within and throughout a 2.5-mile
11radius of any official inspection station within the City of
12Chicago that is no longer operational as of May 31, 2016 and
13shall be situated no closer than one-eighth of a mile to
14another self-service station. The number of kiosks within the
152.5-mile radius of a closed official inspection station shall
16equal the number of testing lanes formerly in operation at the

1closed station.
2    (b) A new official inspection station must:
3        (1) contain self-service kiosks;
4        (2) use Agency-approved wireless communication
5    interfaces;
6        (3) use systems designed to perform remote on-board
7    diagnostic inspections; and
8        (4) be publicly accessible on a 24-hour basis.
9    (c) By October 1, 2022, the Agency shall submit a written
10report to the General Assembly describing its plan to replace
11the closed official inspection stations with self-service
12stations. The plan shall provide information on the locations
13of new self-service stations and information on potential
14vendors that may supply and manage such stations. The plan
15shall also contain a timeline of actions that the Agency shall
16take to issue a request for proposals by January 1, 2023 that
17would procure services, equipment, and other elements
18necessary to replace the former vehicle testing lanes with
19self-service kiosks. Any contracts given as a result of this
20plan shall adhere to all State procurement requirements. The
21State shall consider contracting with minority-owned
22businesses as defined in Section 2 of the Business Enterprise
23for Minorities, Women, and Persons with Disabilities Act.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.".
