SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Taxpayer Transparency Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 4 days before final legislative action by the General Assembly prior to presentation to the Governor. Effective immediately.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Taxpayer Transparency Act.
 
6    Section 5. Public availability; General Revenue Fund
7appropriations. A bill making an appropriation from the
8General Revenue Fund may not be considered for final passage
9by either the House of Representatives or the Senate unless a
10copy of that bill, in its final form, has been made
11conveniently available to the public on the General Assembly's
12Internet website for at least 4 calendar days before final
13legislative action by the General Assembly prior to
14presentation to the Governor. This restriction does not apply
15to amendments or conference committee reports that make only
16technical or non-substantive changes or to supplemental
17appropriations.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
