AMENDMENT TO SENATE BILL 812

2    AMENDMENT NO. ______. Amend Senate Bill 812 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Sections
52-3.182, 10-20.75, and 34-18.67 as follows:
 
6    (105 ILCS 5/2-3.182 new)
7    Sec. 2-3.182. Annual census of personnel holding school
8support personnel endorsements.
9    (a) In this Section:
10    "Pupil-to-school support personnel ratio" means the total
11number of students in a school district divided by the total
12number of school support personnel in each endorsement area
13providing services to students in that school district.
14    "School support personnel endorsement" means an
15endorsement affixed to a Professional Educator License as
16referenced in subparagraph (G) of paragraph (2) of Section

121B-25 of this Code.
2    "Special education joint agreement" means an entity formed
3pursuant to Section 10-22.31 of this Code.
4    (b) Not later than January 1, 2023 and annually
5thereafter, the State Board of Education must make available
6on its website the following information for each school
7district as of November 1st of each year beginning in 2022:
8        (1) The total number of personnel with a school
9    support personnel endorsement and, for each endorsement
10    area:
11            (A) those actively employed on a full-time basis
12        by the school district;
13            (B) those actively employed on a part-time basis
14        by the school district;
15            (C) those actively employed by a special education
16        joint agreement providing services to students in the
17        school district; and
18            (D) individuals who are not full-time or part-time
19        employees of the school district or of a special
20        education joint agreement who provide school support
21        services to students in the school district under a
22        contract with the individuals or with an agency or
23        organization that employs the individuals.
24        (2) The pupil-to-school support personnel ratio
25    disaggregated by (i) school support personnel endorsement
26    area and (ii) students with an individualized education

1    program or a plan pursuant to Section 504 of the federal
2    Rehabilitation Act of 1973 and students without an
3    individualized education program or a plan pursuant to
4    Section 504 of the federal Rehabilitation Act of 1973.
 
5    (105 ILCS 5/10-20.75 new)
6    Sec. 10-20.75. School support personnel reporting. No
7later than November 16, 2022 and each November 16th annually
8thereafter, each school district must report to the State
9Board of Education the information with regard to the school
10district as of November 1st of each year beginning in 2022 as
11described in subsection (b) of Section 2-3.182 of this Code
12and must make that information available on its website.
 
13    (105 ILCS 5/34-18.67 new)
14    Sec. 34-18.67. School support personnel reporting. No
15later than November 16, 2022 and each November 16th annually
16thereafter, the school district must report to the State Board
17of Education the information with regard to the school
18district as of November 1st of each year beginning in 2022 as
19described in subsection (b) of Section 2-3.182 of this Code
20and must make that information available on its website.".
