SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1055 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Innovation, Automation, and Structural Pilot Program to be implemented and administered by the Department of Commerce and Economic Opportunity. Specifies the purpose of the Program. Provides Program qualification requirements. Provides Program certification requirements. Provides for the adoption of rules. Specifies the duration of the Program. Repeals provisions on January 1, 2029. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois
6is amended by adding Section 605-1055 as follows:
 
7    (20 ILCS 605/605-1055 new)
8    Sec. 605-1055. Innovation, Automation, and Structural
9Pilot Program.
10    (a) There is created the Innovation, Automation, and
11Structural Pilot Program to be implemented and administered by
12the Department of Commerce and Economic Opportunity. The
13Program shall promote innovation through the combined
14application of technology, artificial intelligence,
15automation, and distributive generation. The Program shall
16also support economic development projects in Illinois that
17offer the unique on-site distributive generation design
18combined with automation and artificial intelligence set
19against a commercial and industrial building envelope.
20    (b) To qualify for the Program, an economic development
21project must provide the following:
22        (1) a copy of a planned economic or redevelopment
23    agreement between the entity and local government

1    authority;
2        (2) at minimum, all Leadership in Energy and
3    Environmental Design (LEED) certification approvals;
4        (3) demonstration of compliance with State or local
5    prevailing wage requirements;
6        (4) three or more multimode distributive generation
7    technologies with utility interconnection affixed within
8    the design;
9        (5) possess a research and design partnership with the
10    Sustainable Energy Design Assistance Center, or a
11    comparable institute;
12        (6) be able to coordinate bilateral knowledge transfer
13    trade mission through the United States Trade and
14    Development Agency or the United States Department of
15    Commerce in promotion of global community sustainability
16    goals;
17        (7) be able to collaborate with local veteran
18    organizations to transition members of the armed forces
19    and veterans into careers in relevant sectors; and
20        (8) demonstrate a relationship between research,
21    sustainable development, innovation, workforce
22    development, job creation, and knowledge transfer.
23    (c) Any economic development project that meets the
24requirements of subsection (b) shall receive a certificate
25that will ensure a 10-year extension on any benefits afforded
26to the project based on the terms of planned economic or

1redevelopment agreements between the entity and applicable
2government authority. The certification shall have a 20-year
3life span, which shall result in one 10-year renewal of the
4certificate assuming continued compliance with the relevant
5statutory, rule, and contractual provisions.
6    (d) The Department shall issue a Program certificate upon
7receipt of all required documents. All relevant information
8concerning the Program and application for the Program shall
9be made available on the Internet website of the Department.
10    (e) The Department shall adopt all rules necessary for the
11implementation and administration of the Program created under
12this Section.
13    (f) The Program created under this Section shall begin no
14later than July 1, 2021, and shall end on June 30, 2028.
15    (g) This Section is repealed on January 1, 2029.
 
16    Section 99. Effective date. This Act takes effect upon
17becoming law.
