HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate our friend and colleague,
4State Representative Tom Demmer, on the occasion of his
5retirement and thank him for his distinguished service to the
6people of the State of Illinois; and
 
7    WHEREAS, Rep. Demmer has been a member of the House of
8Representatives since 2013, serving the people of the 90th
9District with exceptional constituent service and a record of
10legislative achievement on behalf of families in Lee, Ogle,
11DeKalb, and LaSalle Counties; and
 
12    WHEREAS, Rep. Demmer was born and raised in Dixon, where
13he resides today with his wife, Becca, and their children,
14Katie and John; and
 
15    WHEREAS, Rep. Demmer graduated from the University of
16Dayton and interned in the Office of the Vice President of the
17United States at the White House before returning home to
18Dixon to start his career; and
 
19    WHEREAS, Rep. Demmer was elected to the Lee County Board
20at the age of 22, where he served from 2009 to 2012; and

1    WHEREAS, Rep. Demmer was elected as state representative
2of the 90th District of Illinois in 2012, taking office at the
3inauguration of the 98th General Assembly in January 2013; and
 
4    WHEREAS, Rep. Demmer served on several healthcare and
5budget committees, including the Joint Committee on
6Administrative Rules, acting as a strong voice for
7transparency, ethics, and fiscal responsibility; and
 
8    WHEREAS, Rep. Demmer served as chairman of the House
9Republican Conference from January 2017 to July 2018; and
 
10    WHEREAS, Rep. Demmer was appointed Deputy Republican
11Leader by House GOP Leader Jim Durkin in July 2018 in
12recognition of his expertise on state budget and healthcare;
13and
 
14    WHEREAS, Rep. Demmer served as the chief budget negotiator
15for House Republicans and the GOP point person for all of the
16State's fiscal issues, earning the respect of his peers as a
17leader in calling for meaningful pension and structural
18reforms to the State's budget; and
 
19    WHEREAS, Rep. Demmer co-founded the Children's Health
20Caucus to ensure children across Illinois have access to
21healthcare services, and he was a founding member of the

1Future Caucus and Technology Caucus; and
 
2    WHEREAS, Rep. Demmer was the 2022 Republican nominee for
3Illinois State Treasurer; and
 
4    WHEREAS, In the private sector, Rep. Demmer was the
5director of Innovation & Strategy at KSB Hospital, a
6not-for-profit community hospital with locations in Lee and
7Ogle Counties; and
 
8    WHEREAS, Rep. Demmer was recognized throughout his tenure
9in the General Assembly; he was given the title of Legislative
10Champion numerous times, including by the Treatment
11Alternatives for Safe Communities (TASC), the Affordable
12Assisted Living Coalition, and the Illinois State Alliance of
13YMCAs; he was also been named Legislator of the Year by several
14organizations, including the Illinois Psychological
15Association, the Illinois Association of Park Districts, the
16Community Behavioral Healthcare Association, and the Illinois
17Asphalt Pavement Association; he received the Medicaid Partner
18Award from the Illinois Association of Medicaid Health Plans,
19the Voice of Senior Care Award from the Illinois Health Care
20Association, the Transformer Award from Transform Illinois,
21the Friend of Infrastructure Award from the Transportation for
22Illinois Coalition, the Champion of Innovation Award from
23TechNet, the Champion Award from the Health Care Council of

1Illinois, the Legislative Leadership Award from Safe Passage,
2the Champion of Free Enterprise Award from the Illinois
3Chamber of Commerce, the ACTIVATOR Award from the Illinois
4Farm Bureau, the Future Leaders Award from the Dixon Chamber
5of Commerce, and the 4 Under 40 Award from the Dixon Chamber of
6Commerce; he was also named a 2016 Henry W. Toll Fellow with
7the Council of State Governments and a 2021 GOPAC Emerging
8Leader; and
 
9    WHEREAS, Rep. Demmer is a member of St. Anne Parish, the
10Dixon Rotary Club, and the Knights of Columbus; he also serves
11as a volunteer teacher with Junior Achievement; he proudly
12served on the Board of Directors of the Ronald Reagan Boyhood
13Home Preservation Foundation in Dixon; and
 
14    WHEREAS, Rep. Demmer has been a valued colleague, mentor,
15and friend to many during his 10 years of service in the
16General Assembly and has served the people of the 90th
17District with honor and distinction; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we congratulate Representative Tom Demmer on his retirement
21from the General Assembly and wish him all the best in his
22future endeavors; and be it further
