HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Rincon Family Services on
4the occasion of the 50th anniversary of its founding; and
 
5    WHEREAS, Rincon Family Services was originally founded in
61972 by Rafael "Paloma" Rios through a clinic called El
7Rincon; a 501 (c)(3) not-for-profit organization, it was
8established by community residents and individuals recovering
9from substance use on the west side of Chicago, one of the
10first Latino-focused substance use treatment centers; and
 
11    WHEREAS, In 2011, El Rincon became Rincon Family Services
12as a result of the awareness that substance abuse can have a
13domino effect on families; in the last five years, it has added
14seven new programs that engage children, teenagers, and
15parents with effective methods of treating and preventing
16addictive behaviors; and
 
17    WHEREAS, Rincon Family Services's mission is to render
18compassionate and effective programs that promote the quality
19of life by serving as a catalyst for advocacy, education, and
20empowerment of individuals and their families; the
21organization has expanded its mission to address the needs of
22the larger community by providing counseling, case management,

1prevention, and treatment across Chicagoland; and
 
2    WHEREAS, Rincon Family Services celebrated the official
3incorporation of Youth Service Project (YSP) as a division of
4Rincon Family Services in 2017, and the united missions of the
5agencies combine to bring more comprehensive programs to the
6community with an increased focus on youth and their families;
7and
 
8    WHEREAS, Rincon Family Services launched Operation
9Counting Lives, Saving Lives in response to the unprecedented
10COVID-19 pandemic, which was a multi-faceted grassroots
11campaign that deployed teams of staff and volunteers to serve
12as essential and front-line workers distributing hand
13sanitizer, masks, gloves, and other equipment to the most
14vulnerable members of the community while working to explain
15the importance of being counted in the 2020 census; therefore,
16be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we congratulate Rincon Family Services and its leadership,
20President and CEO Eddy Borrayo, Chairman of the Board Milton
21Rodriguez, and Chair Emeritus Hilda Frontany, on the 50th
22anniversary of its founding, and we wish the organization many
23more successful years; and be it further
