HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to recognize the Illinois State Police
4(ISP) on the occasion of its centennial anniversary; and
 
5    WHEREAS, The Illinois State Highway Police began serving
6the people of Illinois under the direction of Superintendent
7John Stack as part of the Department of Public Works and
8Buildings on April 1, 1922; and
 
9    WHEREAS, The Illinois State Highway Police was combined
10with the Illinois State Highway Maintenance Police in 1924;
11and
 
12    WHEREAS, The Illinois State Police was transferred into
13the newly created Department of Public Safety in 1941; and
 
14    WHEREAS, Director T.P. Sullivan of the Department of
15Public Safety initiated plans for a mobile crime laboratory to
16serve the State under the Illinois State Police authority;
17Governor Dwight Green christened the mobile laboratory in
18Chicago on September 12, 1942; the mobile laboratory contained
19microscopes and supplies, an x-ray unit, and photography,
20fingerprinting, and polygraph equipment that allowed
21scientists to conduct nitrate and blood stain tests, identify

1fluids, restore serial numbers erased from metals, and conduct
2qualitative and quantitative analysis of unknown substances;
3and
 
4    WHEREAS, Illinois State Police appointments were removed
5from political patronage and placed under a merit system with
6the State Police Merit Board in 1941; and
 
7    WHEREAS, Governor Adlai Stevenson II created an
8investigative arm of the Illinois State Police dedicated to
9the suppression of gambling in the State of Illinois in 1950,
10which grew to include stolen and abandoned vehicles; this unit
11became known as the Criminal Investigation Bureau (CIB) in
121976 and focused on homicide, armed robbery, and burglary
13investigations; and
 
14    WHEREAS, Governor William Stratton created the Division of
15Narcotic Control (DNC) in 1958, which focused on confronting
16the rising tide of controlled substance abuse and crime; and
 
17    WHEREAS, Governor Richard Ogilvie merged the Division of
18Narcotic Control (DNC) into the newly created Illinois Bureau
19of Investigation (IBI) in 1969; the new bureau focused on
20narcotic trafficking, organized crime, and general criminal
21activity; and

1    WHEREAS, The Illinois State Police Academy's current
2facility opened its doors in 1968; the academy has trained
3more than 7,000 cadets; prior to the current facility, all
4state troopers were trained at a building on the grounds of the
5Illinois State Fair; and
 
6    WHEREAS, The Illinois State Police was moved into the
7newly created Department of Law Enforcement in 1970; and
 
8    WHEREAS, Governor James Thompson combined the Criminal
9Investigative Bureau of the Illinois State Police and the
10Illinois Bureau of Investigation into one division, the
11Division of Criminal Investigation, into the newly named
12Department of State Police through Executive Order in 1977;
13this Executive Order further created the Division of Internal
14Investigation, which replaced the Office of Special
15Investigations originally created by Governor Dan Walker; and
 
16    WHEREAS, The Division of Criminal Investigation (DCI) was
17formed within the Illinois State Police, resulting in
18approximately 300 investigators statewide possessing a wide
19latitude of investigative experience; this model lasted until
20the Division of State Troopers and the Division of Criminal
21Investigation were merged into the Division of Operations
22(DOO) in the mid-1990s; and

1    WHEREAS, Under Public Act 98-634, Statewide 9-1-1
2responsibility was moved to the Illinois State Police on July
31, 2015; today, the ISP is currently implementing Next
4Generation 9-1-1; and
 
5    WHEREAS, Governor JB Pritzker signed Executive Order
62019-12 on August 16, 2019, reestablishing the Division of
7Criminal Investigation (DCI), the Division of Patrol, and the
8Division of the Academy and Training; and
 
9    WHEREAS, The Executive Order was codified by Public Act
10102-538, which officially named the Illinois State Police
11Divisions as the Division of Statewide 9-1-1, the Division of
12Patrol Operations, the Division of Criminal Investigation, the
13Division of Forensic Services, the Division of Justice
14Services, the Division of Academy and Training, and the
15Division of Internal Investigation; and
 
16    WHEREAS, From its humble beginnings, the Illinois State
17Police has grown into 21 patrol districts, eight investigative
18zones, six operational forensic science laboratories, and five
19regional crime scene services commands today; and
 
20    WHEREAS, As of 2021, more than 70 troopers of the Illinois
21State Police have made the ultimate sacrifice by giving their
22lives in service to the State and its citizens; and

1    WHEREAS, The mission of the Illinois State Police is to
2promote public safety with Integrity, Service, and Pride to
3improve the quality of life for the citizens of the State of
4Illinois; since its beginnings in 1922 under Superintendent
5John Stack, the ISP was created to be a group of men and women
6above reproach who performed their duties thoroughly,
7properly, and truthfully, which has culminated into a century
8of faith from the citizens and visitors of Illinois; and
 
9    WHEREAS, The Illinois State Police is currently helmed by
10Director Brendan F. Kelly; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we recognize the Illinois State Police on its 100th
14anniversary; and be it further
 
15    RESOLVED, That we commend the Illinois State Police for
16the high standards it has always maintained through numerous
17administrations and departments and for ISP's preeminence in
18law enforcement in the nation and the forward-looking
19objectives it has for the future; and be it further
 
20    RESOLVED, That we thank the officers and staff of the
21Illinois State Police for their service, and we wish the ISP

1continued success; and be it further
 
2    RESOLVED, That suitable copies of this resolution be
3presented to the Illinois State Police, the Illinois State
4Police Heritage Foundation, and Illinois Troopers Lodge #41 as
5an expression of our esteem and respect.
