HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend Barbara McDonald for her many
4years of dedicated service to the citizens of the State of
5Illinois and for her great dedication to the cause of equal
6opportunities for all; and
 
7    WHEREAS, Barbara McDonald has been employed with the State
8of Illinois for 22 years; she currently works for the Illinois
9Department of Central Management Services (CMS) Bureau of
10Personnel where she has held the title of human resources
11specialist with the Diversity Enrichment Program; she has
12assisted hiring agencies, boards, and commissions with their
13recruitment needs; she has also conducted career counseling
14services for thousands of candidates seeking employment
15opportunities with state government; her outreach,
16recruitment, and career counseling services have resulted in
17several hundred candidates being hired; she has assisted
18legislators in coordinating targeted outreach and recruitment
19events for their constituents and community members; and
 
20    WHEREAS, In addition to her service at CMS, Barbara
21McDonald was employed with the Illinois Department of Human
22Services (DHS) for five years; during her tenure at DHS, she
23worked for one year as a human services caseworker within a

1local office assisting clients with employment and training
2activities to aid them in obtaining gainful employment; she
3was promoted to a human resources representative with the
4Bureau of Personnel where she worked for four years; she
5supported hiring agencies, boards, and commissions with
6processing employee transactions for several thousand
7employees to meet payroll deadlines; and
 
8    WHEREAS, Barbara McDonald has been a member of numerous
9state and community organizations, including the Americans
10with Disabilities Act (ADA) Committee, through which she helps
11plan and conduct hiring events for persons with disabilities;
12she served on the Interagency Committee on Employees with
13Disabilities (ICED) to help recruit people with disabilities
14through outreach, recruitment, and annual conferences; and
 
15    WHEREAS, Barbara McDonald has been the recipient of
16numerous awards for her community service, including receiving
17recognition from the Illinois Association of Minorities in
18Government (IAMG), the WIOA (Workforce Innovation and
19Opportunity Act) Partners for aiding in passing the Act which
20is designed to help people with significant barriers achieve
21gainful employment and to help employers hire and retain
22skilled workers, and the Chicago Citywide Literacy Coalition
23(CCLC) for conducting employment workshops on navigating the
24State of Illinois employment process; she received a

1recognition certificate from the Global Executive Council
2(GEC) for help in providing outreach and recruitment
3assistance to Asian communities to help improve new hires with
4state government; following intensive state training and
5development, she successfully became a rapid results
6consultant to assist state government in conducting work tasks
7more efficiently and effectively; and
 
8    WHEREAS, Barbara McDonald serves as a model of hard work,
9integrity, and dedication for the people of the State of
10Illinois; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we commend Barbara McDonald for her many years of dedicated
14service to the citizens of the State of Illinois and wish her
15continued success and happiness in the future; and be it
16further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Barbara McDonald as a symbol of our esteem and
19respect.
