HOUSE RESOLUTION

 
2    WHEREAS, The natural gas, oil, and fuels industries
3contribute significantly to jobs in Illinois communities and
4to state-of-the-art emissions reductions technologies; and
 
5    WHEREAS, The natural gas, oil, and fuels industries
6support nearly 11 million jobs across the country, power the
7nation's economy, and generate billions in revenue for the
8federal government and state governments in rent, royalties,
9and corporate and income tax payments, including $14 billion
10for state treasuries through severance taxes in 2019 alone;
11and
 
12    WHEREAS, The natural gas, oil, and fuels industries
13support more than 243,600 jobs in Illinois, which account for
14more than $14.9 billion in income; and
 
15    WHEREAS, The natural gas, oil, and fuels industries
16contribute $33.3 billion to the economy of Illinois; and
 
17    WHEREAS, The natural gas, oil, and fuels industries
18contributed $93.4 billion in revenues directly to support the
19areas where the oil is produced in 11 years, and Illinois
20relied on those payments to fund schools, infrastructure, and
21other critical social services; and

1    WHEREAS, Direct industry jobs pay seven times the federal
2minimum wage and 70 percent higher than the national average;
3and
 
4    WHEREAS, Every direct job in the natural gas, oil, and
5fuels industries support an additional 2.7 jobs in affiliated
6industries, including lodging and restaurants within proximity
7of these industries' operations; and
 
8    WHEREAS, The investments made by the natural gas, oil, and
9fuels industries have led to a 15 percent decrease in
10household energy costs in this country over the last decade,
11while costs for food, education, and healthcare have
12skyrocketed; and
 
13    WHEREAS, Those cheaper energy costs are crucial to working
14families in our communities and across the country; and
 
15    WHEREAS, The natural gas, oil, and fuels industries should
16not be prevented from recovering costs that other industries
17are eligible to recover simply because they operate in a
18different economic sector; and
 
19    WHEREAS, The U.S. tax code allows industries across the
20manufacturing sector to recover costs related to job creation

1and other operational investments; and
 
2    WHEREAS, These common tax mechanisms allow these
3industries to create jobs, invest in our communities, deliver
4the energy that working families rely on every day, and fund
5critical education, infrastructure, and social service
6programs; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we oppose singling out the natural gas, oil, and fuels
10industries by disproportionately increasing the tax burden on
11them and on the constituents from the districts we represent;
12and be it further
 
13    RESOLVED, That copies of this resolution be delivered to
14all members of President Biden's Cabinet and all members of
15the Capitol Press Corps.
