HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Chief Mitchell R. Davis
4III upon his installation as the first Black president of the
5Illinois Association of Chiefs of Police; and
 
6    WHEREAS, Chief Davis earned his Bachelor of Arts from
7Governors State University and his Master of Science in
8Criminal Justice from the University of Cincinnati; he
9graduated from Northwestern University's School of Police
10Staff and Command, class #182; he is completing a Ph.D. in
11Organizational Leadership at Concordia University of Chicago;
12and
 
13    WHEREAS, Chief Davis began his law enforcement career with
14the Park Forest Police Department in 1991; while there, he
15served in many capacities, including as investigator, evidence
16technician, juvenile officer, SWAT officer, DARE instructor,
17and EDGE instructor; he took his first chief of police
18position with the Dixmoor Police Department in 2001; he later
19served as the chief of police for the Robbins Police
20Department; he became the chief of police in Hazel Crest in
212016, where he currently serves; and
 
22    WHEREAS, Chief Davis was appointed by Governor JB Pritzker

1to serve on the Illinois Law Enforcement Training and
2Standards Board, and he was subsequently elected as the
3board's chair; and
 
4    WHEREAS, Chief Davis became the 73rd president of the
5Illinois Association of Chiefs of Police on April 30, 2021; as
6president, he leads an organization with nearly 1,300 members
7that is a front runner in providing professional development
8and leadership training for the outstanding chiefs of police
9in the State of Illinois; he is the first Black president in
10the 80-year history of the Illinois Association of Chiefs of
11Police; and
 
12    WHEREAS, Chief Davis belongs to a number of organizations;
13he is active in the National Organization of Black Law
14Enforcement Executives (NOBLE), where he served as National
15Recording Secretary from 2017 to 2020; he recently completed a
16successful term as president of the South Suburban Association
17of Chiefs of Police; he serves on the Southland Juvenile
18Justice Council, the NBC 5 Community Action Board, and on both
19the Illinois Executive Board and the National Leadership
20Council of Fight Crime: Invest in Kids; he is also a proud
21member of Alpha Phi Alpha Fraternity, Inc.; and
 
22    WHEREAS, Chief Davis is committed to his faith; he is a
23strong supporter of Special Olympics Illinois and the Law

1Enforcement Torch Run; he is an avid boater and loves to
2travel; and
 
3    WHEREAS, Chief Davis is married, and he has four adult
4children and four grandchildren; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we congratulate Chief Mitchell R. Davis III on his
8installation as president of the Illinois Association of
9Chiefs of Police, thank him for three decades of service to the
10noble profession of law enforcement at the State and national
11levels, and wish him great success in building partnerships
12that benefit all communities in Illinois; and be it further
 
13    RESOLVED, That suitable copies of this resolution be
14presented to Chief Davis and to the Illinois Association of
15Chiefs of Police as an expression of our esteem and respect.
