HOUSE JOINT RESOLUTION

 
2    WHEREAS, The Illinois Lottery was established in 1974; and
 
3    WHEREAS, The Illinois Lottery gives players a chance to
4dream big while supporting communities across Illinois; and
 
5    WHEREAS, Twenty-five cents of every dollar spent on the
6lottery goes to fund public education, infrastructure
7projects, and other special causes; and
 
8    WHEREAS, Since 1985, the Illinois Lottery has contributed
9more than $21 billion in revenue to the State of Illinois; and
 
10    WHEREAS, The Illinois Lottery currently has nine special
11cause instant tickets to support, the Special Olympics,
12multiple sclerosis, HIV/AIDS, veterans organizations, breast
13cancer awareness, education and research, police memorials,
14homeless prevention, STEM education, and Alzheimer's disease;
15therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
17HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18SENATE CONCURRING HEREIN, that there is created the Illinois
19Lottery Special Cause Instant Ticket Task Force whose purpose
20is the following:

1        (1) To identify the amount of funds each recipient
2    organization has derived from its Lottery special cause
3    ticket annually since its ticket was first sold;
4        (2) To identify the portion of each recipient
5    organizations' annual income that is derived from its
6    Lottery special cause ticket;
7        (3) To identify the amount of net proceeds derived
8    from non-special cause tickets at the same price points as
9    the special cause tickets for the same periods the special
10    cause tickets have been sold;
11        (4) To identify the difference in net proceeds between
12    the non-special cause and special cause tickets; and
13        (5) To identify more effective options for funding the
14    recipient organizations, through Lottery proceeds or
15    otherwise, if the special cause tickets do not generate
16    revenue consistent with non-special cause tickets; and be
17    it further
 
18    RESOLVED, That the Task Force shall consist of the
19following members:
20        (1) The Governor or his or her designee, who will
21    serve as Chair;
22        (2) The Acting Director of the Illinois Lottery or his
23    or her designee;
24        (3) Two members of the House of Representatives, one
25    appointed by the Speaker and one by the Minority Leader;

1        (4) Two members of the Senate, one appointed by the
2    President and one by the Minority Leader; and
3        (5) Four members appointed by the Governor or his or
4    her designee, who are residents of the State of Illinois
5    and represent public and private organizations who have
6    experience in (1) public accounting, (2) oversight of a
7    not-for-profit organization, (3) lottery private
8    management, and (4) supplying lottery instant tickets to
9    the Illinois Lottery; and be it further
 
10    RESOLVED, That the Task Force members shall serve without
11compensation; if a vacancy occurs, a replacement shall be
12appointed by the Chair of the Task Force; and be it further
 
13    RESOLVED, That the Task Force will have three scheduled
14meetings, but otherwise shall meet at the call of the Chair;
15and be it further
 
16    RESOLVED, That in addition to whatever policies or
17procedures it may adopt, all operations of the Task Force will
18be subject to the provision of the Illinois Freedom of
19Information Act (5 ILCS 140/1 et seq.) and the Illinois Open
20Meeting Act (5 ILCS 120/1 et seq.); and be it further
 
21    RESOLVED, That the Illinois Lottery shall provide
22administrative support; and be it further

1    RESOLVED, That the Task Force shall submit its final
2report to the Governor and General Assembly by December 31,
32022, and upon the filing of its report, the Task Force is
4dissolved.
