1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Illinois Commission on Amateur Sports Act.
 
6    Section 5. Illinois Commission on Amateur Sports; purpose;
7duties.
8    (a) The Illinois Commission on Amateur Sports is created.
9    (b) The purpose of the Commission is to research, study,
10and to make recommendations to the Governor, the General
11Assembly, and the Department of Commerce and Economic
12Opportunity about the promotion, development, expansion,
13hosting, and fostering of amateur sports, amateur sports
14programs, and amateur sporting events and tournaments
15throughout the State.
16    (c) Recommendations made by the Commission shall focus
17generally on the promotion and encouragement of physical
18fitness through the participation in amateur sports and
19amateur sports programs and on the development of local and
20statewide business opportunities and economic development
21relating to amateur sports, amateur sports programs,
22competitions, events and tournaments. The recommendations
23reported by the Commission to the Governor, the General

1Assembly, and the Department of Commerce and Economic
2Opportunity shall include, but are not limited to, the
3following objectives:
4        (1) To provide workshops, training, and conferences to
5    schools and communities throughout the State to increase
6    youth participation in amateur sports and amateur sports
7    programs.
8        (2) To connect public, private, local, and State
9    entities to generate funding for amateur sports programs
10    and to facilitate the communication of information
11    statewide about amateur sports programs and events.
12        (3) To support the development of and investment in an
13    Olympic Training Center in the State.
14        (4) To promote the participation of community amateur
15    sports programs in national and international amateur
16    athletic competitions and events.
17        (5) To encourage the inclusion and participation of
18    persons with disabilities in amateur sports and amateur
19    sports programs.
20        (6) To encourage the inclusion and participation of
21    persons from historically disadvantaged communities in
22    amateur sports and amateur sports programs.
23        (7) To support and encourage the development of sports
24    tourism.
 
25    Section 10. Membership.

1    (a) The Commission shall include the following members:
2        (1) Four members appointed by the Governor who have
3    recognized experience in promoting, organizing, or
4    administering amateur sports programs or other athletic
5    organizations.
6        (2) Two members appointed by the Governor who are
7    Olympians and who participated in youth sports.
8        (3) One member of the Senate appointed by the
9    President of the Senate.
10        (4) One member of the Senate appointed by the Minority
11    Leader of the Senate.
12        (5) One member of the House of Representatives
13    appointed by the Speaker of the House of Representatives.
14        (6) One member of the House of Representatives
15    appointed by the Minority Leader of the House of
16    Representatives.
17        (7) One member appointed by the Governor who
18    represents an Illinois high school athletic association.
19        (8) One member appointed by the Governor who
20    represents an Illinois collegiate athletic association.
21        (9) One member appointed by the Governor who is a
22    representative of the Illinois Council of Convention and
23    Visitor Bureaus or represents any other similar
24    State-certified entity.
25        (10) Fifteen members appointed by the Governor who
26    shall individually represent one category of the following

1    amateur youth sports, but shall as a group represent all
2    of the following categories of amateur youth sports:
3            (A) Baseball.
4            (B) Basketball.
5            (C) Gymnastics.
6            (D) Cross country running or other track and field
7        sports.
8            (E) Football.
9            (F) Golf.
10            (G) Hockey.
11            (H) Soccer.
12            (I) Softball.
13            (J) Swimming.
14            (K) Volleyball.
15            (L) Cheerleading.
16            (M) Wrestling.
17            (N) Tennis.
18            (O) The Special Olympics.
19    (b) More than 4 members of the General Assembly may be
20appointed to serve on the Commission as long as the number of
21members appointed at any time, except during a vacancy,
22represent equally each of the majority and minority caucuses
23of each house.
24    (c) The Governor shall select the chairperson of the
25Council from among the members.

1    Section 15. Terms; meetings; support; expenses.
2    (a) Each member of the Commission shall be appointed for a
32-year term, or until his or her successor is appointed. The
4Governor may stagger the members' terms to ensure continuity
5in the performance of the Commission's responsibilities.
6    (b) The Commission shall meet initially within 90 days
7after the effective date of this Act, and at least quarterly
8thereafter, at the times and places in this State that the
9Commission designates.
10    (c) The Department of Commerce and Economic Opportunity
11shall provide administrative and other support to the
12Commission.
13    (d) Members of the Commission shall receive no
14compensation for their participation, but may be reimbursed by
15the Department of Commerce and Economic Opportunity for
16expenses in connection with their participation, including
17travel, subject to the rules of the appropriate travel control
18board, if funds are available.
 
19    Section 20. Reporting. The Commission shall submit a
20report of its findings, research, and recommendations to the
21Governor, the General Assembly, and the Department of Commerce
22and Economic Opportunity on or before December 31, 2023 and
23each December 31 thereafter.
 
24    Section 25. Repeal. The Commission is dissolved and this

1Act is repealed on January 1, 2026.
 
2    Section 99. Effective date. This Act takes effect upon
3becoming law.
