| 5 | | adding Section 5-5.12d as follows:

| 7 | | Sec. 5-5.12d. Prescription drugs for mental illness; no

| 8 | | utilization or prior approval mandates. Notwithstanding any

| 9 | | other provision of this Code to the contrary, for the purpose

| 10 | | of removing barriers to the timely treatment of serious mental
|
| 11 | | illnesses, prior authorization mandates and utilization
|
| 12 | | management controls shall not be imposed under the
|
| 13 | | fee-for-service and managed care medical assistance programs
|
| 14 | | on any FDA approved prescription drug that is recognized by a
|
| 15 | | generally accepted standard medical reference as effective in
|
| 16 | | the treatment of conditions specified in the most recent
