SYNOPSIS AS INTRODUCED:
 
20 ILCS 880/5

    Amends the Illinois Conservation Foundation Act. Provides term length and appointment length. Provides that if a member fails to attend 2 or more meetings in one year without being excused, then the Chair of the Board of Directors may ask the appointing officer to consider removing the member and making a new appointment.

1    AN ACT concerning state government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Conservation Foundation Act is
5amended by changing Section 5 as follows:
 
6    (20 ILCS 880/5)
7    Sec. 5. Creation of Foundation. The General Assembly
8authorizes the Department of Natural Resources, in accordance
9with Section 10 of the State Agency Entity Creation Act, to
10create the Illinois Conservation Foundation. Under this
11authority, the Department of Natural Resources shall create
12the Illinois Conservation Foundation as a not-for-profit
13foundation. The Department shall file articles of
14incorporation as required under the General Not For Profit
15Corporation Act of 1986 to create the Foundation. The
16Foundation's Board of Directors shall be appointed as follows:
172 by the President of the Illinois Senate; 2 by the Minority
18Leader of the Illinois Senate; 2 by the Speaker of the Illinois
19House of Representatives; 2 by the Minority Leader of the
20Illinois House of Representatives; and 4 by the Governor. Each
21appointing individual shall have: one two-year term and one
22three-year term appointment. The Governor shall have 4
23four-year term appointments. If a member fails to attend 2 or

1more meetings in one year without being excused, then the
2Chair of the Board of Directors may ask the appointing officer
3to consider removing the member and making a new appointment.
4If the appointing officer considers reappointing the same
5individual, that reappointing officer shall consider the
6member's attendance and commitment to the Foundation's
7purpose. Vacancies shall be filled by the official who made
8the recommendation for the vacated appointment. The Director
9of Natural Resources shall chair the Board of Directors of the
10Foundation. No member of the Board of Directors may receive
11compensation for his or her services to the Foundation.
