    Amends the Illinois Vehicle Code. Provides that no fees shall be charged in excess of applicable registration fees for the issuance of special registration plates designated as U.S. Air Force license plates. Makes a corresponding change in the State Finance Act.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    (30 ILCS 105/5.799 rep.)
5    Section 5. The State Finance Act is amended by repealing
6Section 5.799.
 
7    Section 10. The Illinois Vehicle Code is amended by
8changing Section 3-698 as follows:

10    Sec. 3-698. U.S. Air Force license plates.
11    (a) The Secretary, upon receipt of all applicable fees and
12applications made in the form prescribed by the Secretary of
13State, may issue, without the collection of any additional
14fee, special registration plates designated as U.S. Air Force
15license plates to residents of Illinois who meet eligibility
16requirements prescribed by the Secretary of State. The special
17plate issued under this Section shall be affixed only to
18passenger vehicles of the first division, motor vehicles of
19the second division weighing not more than 8,000 pounds, and
20recreational vehicles as defined by Section 1-169 of this
21Code. Plates issued under this Section shall expire according
22to the multi-year procedure established by Section 3-414.1 of

1this Code.
2    (b) The design, color, and format of the plates shall be
3wholly within the discretion of the Secretary of State, except
4that the U.S. Air Force emblem shall appear on the plates. The
5Secretary may, in his or her discretion, allow the plates to be
6issued as vanity or personalized plates in accordance with
7Section 3-405.1 of this Code. The plates are not required to
8designate "Land Of Lincoln", as prescribed in subsection (b)
9of Section 3-412 of this Code. The Secretary shall prescribe
10the eligibility requirements and, in his or her discretion,
11shall approve and prescribe stickers or decals as provided
12under Section 3-412.
13    (c) (Blank). An applicant shall be charged a $20 fee for
14original issuance in addition to the applicable registration
15fee. Of this additional fee, $15 shall be deposited into the
16Secretary of State Special License Plate Fund and $5 shall be
17deposited into the Octave Chanute Aerospace Heritage Fund. For
18each registration renewal period, a $20 fee, in addition to
19the appropriate registration fee, shall be charged. Of this
20additional fee, $2 shall be deposited into the Secretary of
21State Special License Plate Fund and $18 shall be deposited
22into the Octave Chanute Aerospace Heritage Fund.
23    (d) (Blank). The Octave Chanute Aerospace Heritage Fund is
24created as a special fund in the State treasury. All moneys in
25the Octave Chanute Aerospace Heritage Fund shall be paid,
26subject to appropriation by the General Assembly and approval

1by the Secretary, as grants to the Rantoul Historical Society
2and Museum, or any other charitable foundation responsible for
3the former exhibits and collections of the Chanute Air Museum,
4for operational and program expenses of the Chanute Air Museum
5and any other structure housing exhibits and collections of
6the Chanute Air Museum.
