SYNOPSIS AS INTRODUCED:
 
70 ILCS 3610/10 new

    Amends the Local Mass Transit District Act. Provides that, on January 1, 2022, the Chicago South Suburban Mass Transit District is discontinued. Includes procedures for discontinuance, including transfer of: all funds remaining after winding up the District to specified municipalities that created the District; and parking lots and related facilities and equipment to the municipality in which the parking lot is located. Effective January 1, 2022.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Local Mass Transit District Act is amended
5by adding Section 10 as follows:
 
6    (70 ILCS 3610/10 new)
7    Sec. 10. Discontinuance of the Chicago South Suburban Mass
8Transit District. On January 1, 2021, the Chicago South
9Suburban Mass Transit District is discontinued and the
10following shall occur:
11        (1) After payment of all debts, settlement,
12    obligations, or claims of the District, any funds
13    remaining after the sale and disposition of the District's
14    property, except for property and equipment transferred
15    under paragraph (2), shall be disposed of by payment to
16    the treasurer of each municipality that created the
17    district in a pro rata manner based upon the length of
18    scheduled transportation route miles operated in the
19    several municipalities, but excluding those municipalities
20    in which District parking lots are located.
21        (2) Each parking lot owned by the District shall be
22    transferred to the municipality in which the parking lot
23    is located at no cost to the municipality. In addition,

1    any ancillary facilities or equipment used exclusively for
2    the administration or maintenance of the parking lot shall
3    also be transferred to the municipality. If any equipment
4    is used for parking lots in more than one municipality,
5    the municipalities in which such equipment is used shall
6    enter into an agreement as to which municipality the
7    equipment shall be transferred.
8        (3) All books, records, papers, and documents of the
9    District are transferred to the Cook County Clerk. The
10    documents include, but are not limited to, material in
11    electronic or magnetic format and necessary computer
12    hardware and software, unless such equipment was
13    transferred to a municipality under paragraph (2).
 
14    Section 99. Effective date. This Act takes effect January
