AMENDMENT TO HOUSE BILL 2071

2    AMENDMENT NO. ______. Amend House Bill 2071 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Library System Act is amended by
5adding Section 8.7 as follows:
 
6    (75 ILCS 10/8.7 new)
7    Sec. 8.7. Online Library Resources Task Force.
8    (a) The Online Library Resources Task Force is established
9to make recommendations relating to the need for and state
10funding necessary for licensed databases and online
11educational resources for all Illinois libraries and
12residents.
13    (b) The Task Force shall consist of the following members:
14        (1) The Secretary of State, or his or her designee.
15        (2) The Executive Director of the Illinois Heartland
16    Library System, or his or her designee.

1        (3) The Executive Director of the Reaching Across
2    Illinois Library System, or his or her designee
3        (4) The Commissioner of the Chicago Public Library
4    System, or his or her designee.
5        (5) A representative of an organization that
6    represents Illinois libraries, appointed by the Secretary
7    of State.
8        (6) A representative of an organization that
9    represents the Illinois school library media profession
10    and programs, appointed by the Secretary of State.
11        (7) A representative of an organization that
12    represents Illinois academic libraries, appointed by the
13    Secretary of State.
14        (8) Up to 2 members representing academic libraries,
15    up to 2 members representing public libraries, up to 2
16    members representing school libraries, and up to 2 members
17    representing special libraries in Illinois, all appointed
18    by the Secretary of State.
19    Members appointed shall be appointed to the Task Force no
20later than 30 days after the effective date of this amendatory
21Act of the 102nd General Assembly.
22    Once all members are appointed, the Secretary of State
23shall select a chair of the Task Force from the members of the
24Task Force.
25    Task Force members shall serve without compensation but
26shall be reimbursed for their expenses incurred in performing

1their duties. If a vacancy occurs in the Task Force
2membership, the vacancy shall be filled in the same manner as
3the original appointment for the remainder of the Task Force.
4    (c) The Task Force shall hold at least one public hearing.
5At the public hearing, the Task Force shall take testimony of
6persons familiar with licensed databases and online
7educational resources for libraries and residents and any
8other person the Task Force believes would aid the Task
9Force's examination and recommendations under subsection (a).
10The Task may meet as such other times as it deems appropriate.
11    (d) The Office of the Secretary of State shall provide
12administrative and other support to the Task Force.
13    (e) The Task Force shall prepare a report that summarizes
14its work and makes recommendations resulting from its study.
15The Task Force shall submit the report of its findings and
16recommendations to the Governor and the General Assembly no
17later than January 1, 2022.
18    (f) This Section is repealed on January 1, 2023.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.".
