AMENDMENT TO HOUSE BILL 1819

2    AMENDMENT NO. ______. Amend House Bill 1819 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
522-92 as follows:
 
6    (105 ILCS 5/22-92 new)
7    Sec. 22-92. Rural Education Advisory Council.
8    (a) The Rural Education Advisory Council is created as a
9statewide advisory council to exchange thoughtful dialogue
10concerning the needs, challenges, and opportunities of rural
11schools districts and to provide policy recommendations to the
12State. The Council shall perform all of the following
13functions:
14        (1) Convey and impart the perspective of rural
15    communities and provide context during policy discussions
16    on various statewide issues with the State Superintendent

1    of Education and State Board of Education.
2        (2) Present to the State Superintendent of Education
3    the opportunity to provide an explanation to rural
4    communities about the statewide perspective with regard to
5    various policy and legal issues, to present feedback on
6    critical issues facing rural communities, to generate
7    ideas, and to communicate information to the State
8    Superintendent.
9        (3) Provide feedback about this State's
10    pre-kindergarten through grade 20 practices and policies
11    in order that the application of policies in rural areas
12    may be more fully understood.
13        (4) Analyze and monitor the continued impact of the
14    implementation of Public Act 100-465 on school districts
15    and to provide a rural perspective on the continued
16    funding challenges faced by schools.
17    (b) The Council shall consist of all of the following
18members:
19        (1) The State Superintendent of Education or his or
20    her designee.
21        (2) The Executive Director of the Association of
22    Illinois Rural and Small Schools or his or her designee
23    appointed by the State Superintendent of Education.
24        (3) The Executive Director of the Illinois Community
25    College Board or his or her designee.
26        (4) Five superintendents of rural school districts who

1    represent 3 super-regions of this State recommended by the
2    Executive Director of the Association of Illinois Rural
3    and Small Schools and appointed by the State
4    Superintendent of Education.
5        (5) One principal from a rural school district
6    recommended by the Illinois Principal Association and
7    appointed by the State Superintendent of Education.
8        (6) One elementary school teacher who teaches in a
9    rural school district that is eligible under the federal
10    Rural Education Achievement Program appointed by the State
11    Superintendent of Education from a list of school teachers
12    nominated by school principals.
13        (7) One secondary school teacher who teaches in a
14    rural school district that is eligible under the federal
15    Rural Education Achievement Program appointed by the State
16    Superintendent of Education from a list of school teachers
17    nominated by school principals.
18        (8) One representative from the Illinois Association
19    of School Boards appointed by the State Superintendent of
20    Education.
21        (9) One representative from the Board of Directors of
22    the Illinois Association of School Administrators
23    appointed by the State Superintendent of Education.
24        (10) The President of the Illinois Association of
25    Regional School Superintendents or his or her designee
26    appointed by the State Superintendent of Education.

1        (11) One student who is at least 16 years old and who
2    is from a rural school district that is eligible under the
3    federal Rural Education Achievement Program appointed by
4    the State Superintendent of Education from a list of
5    students nominated by school principals.
6    Council members shall serve without compensation and may
7not receive reimbursement for their expenses, including any
8travel expenses, incurred in performing their duties.
9    (c) The Council shall meet initially at the call of the
10State Superintendent of Education, shall select one member as
11chairperson at its initial meeting, and shall thereafter meet
12at the call of the chairperson.
13    (d) The State Board of Education shall provide
14administrative and other support to the Council, with
15assistance from the Association of Illinois Rural and Small
16Schools. Support shall include all of the following:
17        (1) To collaborate with the State Superintendent of
18    Education to create a clear and strategically focused
19    agenda with expected outcomes.
20        (2) To gather input from the Council and other
21    stakeholders to ensure that meetings are productive.
22        (3) To coordinate with presenters to ensure that
23    presentations are designed to prompt discussions and
24    problem solving.
25        (4) To assist with necessary research and content
26    creation between Council meetings.

1        (5) To cooperate with other State agencies and the
2    General Assembly to assist in keeping the Council informed
3    of major policy developments that may impact rural schools
4    and students.
5        (6) To take meeting minutes and work with the Council
6    to ensure that Open Meetings Act requirements are
7    satisfied.".
