SYNOPSIS AS INTRODUCED:
 
20 ILCS 1305/10-75 new

    Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Free Masks for Seniors Program to acquire and distribute free disposable surgical face masks to Illinois residents 65 years of age or older regardless of income. Provides that under the program a one-month supply of disposable surgical face masks, amounting to no less than 25 masks, shall be delivered every month by postal service to the residential address of every eligible Illinois resident. Requires the Department to work with its network of services providers, including, but not limited to, adult day care providers, community day providers, developmental disability providers, family and community services providers, mental health providers, and rehabilitation services providers, to identify and register eligible individuals for the program. Requires the Department to also access data from the Social Security Administration, the U.S. Postal Service, the Illinois Secretary of State, and other governmental entities, as appropriate and to the extent allowed by law, to identify and register individuals eligible to participate in the program. Provides that any information obtained or collected shall be subject to federal and State privacy and confidentiality laws and regulations. Requires the Department to establish and implement the program no later than 30 days after the effective date of the amendatory Act. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-75 as follows:
 
6    (20 ILCS 1305/10-75 new)
7    Sec. 10-75. Free Masks for Seniors Program. The Department
8of Human Services shall establish a Free Masks for Seniors
9Program to acquire and distribute free disposable surgical
10face masks to Illinois residents 65 years of age or older
11regardless of income. Under the program, a one-month supply of
12disposable surgical face masks, amounting to no less than 25
13masks, shall be delivered every month by postal service to the
14residential address of every eligible Illinois resident. The
15Department shall work with its network of services providers,
16including, but not limited to, adult day care providers,
17community day providers, developmental disability providers,
18family and community services providers, mental health
19providers, and rehabilitation services providers, to identify
20and register eligible individuals for the program. The
21Department shall also access data from the Social Security

3Data relevant to eligibility shall be provided and obtained
4for no other purpose than to identify or verify the
5eligibility of persons under the program. Any information
6obtained or collected in accordance with this Section shall be
7subject to federal and State privacy and confidentiality laws
8and regulations. The Department shall establish and implement
9the program no later than 30 days after the effective date of
10this amendatory Act of the 102nd General Assembly.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
