1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
52-3.166 as follows:
 
6    (105 ILCS 5/2-3.166)
7    Sec. 2-3.166. Youth suicide awareness and prevention.
8    (a) This Section may be referred to as Ann Marie's Law.
9    (b) The State Board of Education shall do both of the
10following:
11        (1) In consultation with a youth suicide prevention
12    organization operating in this State and organizations
13    representing school boards and school personnel, develop a
14    model youth suicide awareness and prevention policy that
15    is consistent with subsection (c) of this Section.
16        (2) Compile, develop, and post on its publicly
17    accessible Internet website both of the following, which
18    may include materials already publicly available:
19            (A) Recommended guidelines and educational
20        materials for training and professional development.
21            (B) Recommended resources and age-appropriate
22        educational materials on youth suicide awareness and
23        prevention.

1    (c) The model policy developed by the State Board of
2Education under subsection (b) of this Section and any policy
3adopted by a school board under subsection (d) of this Section
4shall include all of the following:
5        (1) A statement on youth suicide awareness and
6    prevention.
7        (2) Protocols for administering youth suicide
8    awareness and prevention education to staff and students.
9        (3) Methods of prevention, including procedures for
10    early identification and referral of students at risk of
11    suicide.
12        (4) Methods of intervention, including procedures that
13    address an emotional or mental health safety plan for
14    students identified as being at increased risk of suicide,
15    including those students who: .
16            (A) suffer from a mental health disorder;
17            (B) suffer from a substance abuse disorder;
18            (C) engage in self-harm or have previously
19        attempted suicide;
20            (D) reside in an out-of-home placement;
21            (E) are experiencing homelessness;
22            (F) are lesbian, gay, bisexual, transgender, or
23        questioning (LGBTQ);
24            (G) are bereaved by suicide; or
25            (H) have a medical condition or certain types of
26        disabilities.

1        (5) Methods of responding to a student or staff
2    suicide or suicide attempt.
3        (6) Reporting procedures.
4        (7) Recommended resources on youth suicide awareness
5    and prevention programs, including current contact
6    information for such programs.
7    (d) Beginning with the 2015-2016 school year, each school
8board shall review and update its current suicide awareness
9and prevention policy to be consistent with subsection (c) of
10this Section or adopt an age-appropriate youth suicide
11awareness and prevention policy consistent with subsection (c)
12of this Section, inform each school district employee and the
13parent or legal guardian of each student enrolled in the
14school district of such policy, and post such policy on the
15school district's publicly accessible Internet website. The
16policy adopted by a school board under this subsection (d) may
17be based upon the model policy developed by the State Board of
18Education under subsection (b) of this Section.

20    Section 99. Effective date. This Act takes effect July 1,
