SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Charles George "Chuck" McCarthy of
4Normal, who passed away on April 10, 2019; and
 
5    WHEREAS, Charles McCarthy was born in Chicago to Wilhelmina
6(Warkenthien) and Charles E. McCarthy on February 5, 1933; he
7attended the University of Colorado Boulder on a football
8scholarship and joined the U.S. Marines following his sophomore
9year, where he served in the infantry from 1952 to 1955; he
10married Dorothy "Dode" Davis on September 15, 1956 and they
11settled in Fairbury; and
 
12    WHEREAS, After his discharge from the service, Charlie
13McCarthy graduated from the Illinois State Police Academy; he
14joined the force in November 1955 and was assigned to District
156 in Pontiac; and
 
16    WHEREAS, Charles McCarthy received advanced instruction in
17riot control and mob violence during the 1960s, becoming a
18subject-matter expert; he taught at the ISP Academy in
19Springfield and was involved in the 1968 Chicago Democratic
20Convention and riots in Cairo; his leadership skills and riot
21control knowledge and experience served him well later in his
22career as incident commander, quelling the 1978 Pontiac prison

1riot; and
 
2    WHEREAS, Charles McCarthy relocated his family to
3Bloomington in 1971 and received a Bachelor of Science in
4Sociology from Illinois Wesleyan University in 1973; he was
5promoted to lieutenant in November 1975 and was assigned to ISP
6District 15 in Oak Brook; he was promoted to captain in 1977
7and took command of District 15, where he was responsible for
8the Illinois Toll Road near Chicago; he completed his career
9serving as commander for District 6 in Pontiac and retired in
10December 1987 with 35 years of service; and
 
11    WHEREAS, Following retirement, Charles McCarthy and
12Dorothy built a home in the shadow of the Collegiate Peaks near
13Nathrop, Colorado, where they spent many summers; and
 
14    WHEREAS, Charles McCarthy was preceded in death by his
15parents and his sister, Arlette Miller; and
 
16    WHEREAS, Charles McCarthy is survived by his wife of 62
17years, Dorothy; his daughters, Erin Trnka (Curt) and Tracy
18Harper (Greg); his son, Mike McCarthy (Rita); and seven
19grandchildren; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Charles George "Chuck" McCarthy and extend our sincere
2condolences to his family, friends, and all who knew and loved
3him; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to the family of Charles McCarthy as an expression of
6our deepest sympathy.
