AMENDMENT TO SENATE BILL 3153

2    AMENDMENT NO. ______. Amend Senate Bill 3153 by replacing
3line 10 on page 28 through line 17 on page 29 with the
4following:
 
5    "(h) Identification of apparent owners of abandoned
6property using other State databases.
7        (1) The administrator may enter into interagency
8    agreements with the Secretary of State and the Illinois
9    State Board of Elections regarding persons appearing to be
10    owners of abandoned property for access to data under the
11    control of the Secretary of State and the Illinois State
12    Board of Elections. Such interagency agreements shall
13    include protection of confidential information, data match
14    rules, and other necessary and proper requirements.
15        (2) Except as prohibited by federal law, after July 1,
16    2021 the administrator may provide the Secretary of State
17    with names and other identifying information of persons

1    appearing to be owners of abandoned property. The Secretary
2    of State shall provide the administrator with the last
3    known address as it appears in its records of any person
4    reasonably believed to be the apparent owner of abandoned
5    property.
6        (3) The Illinois State Board of Elections shall, upon
7    request, annually provide the administrator with
8    electronic data or compilations of voter registration
9    information. The administrator may use such electronic
10    data or compilations of voter registration information to
11    identify persons appearing to be owners of abandoned
12    property.
13        (4) The administrator may deliver, as provided under
14    Section 15-904, property or pay the amount owing to a
15    person matched under this Section without the person filing
16    a claim under Section 15-903 if the following conditions
17    are met:
18            (A) the value of the property that is owed the
19        person is $2,000 or less;
20            (B) the property is not either tangible property or
21        securities;
22            (C) the last known address for the person according
23        to the records of the Secretary of State or the
24        Illinois State Board of Elections is less than 12
25        months old; and
26            (D) the administrator has evidence sufficient to

1        establish that the person who appears in records of the
2        Secretary of State or the Illinois State Board of
3        Elections is the owner of the property and the owner
4        currently resides at the last known address from the
5        Secretary of State or the Illinois State Board of
6        Elections.".
