1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Property Tax Code is amended by adding
5Section 24-36 as follows:
 
6    (35 ILCS 200/24-36 new)
7    Sec. 24-36. Property Tax Relief Task Force.
8    (a) The Property Tax Relief Task Force is created. The Task
9Force shall utilize a racial and economic equity lens to
10identify the causes of increasingly burdensome property taxes
11across Illinois, review best practices in public policy
12strategies that create short-term and long-term property tax
13relief for homeowners, and make recommendations to assist in
14the development of short-term and long-term administrative,
15electoral, and legislative changes needed to create short-term
16and long-term property tax relief for homeowners.
17    (b) The members of the Property Tax Relief Task Force shall
18include and represent the diversity of the people of Illinois,
19and shall be composed of the following:
20        (1) members appointed by the Governor;
21        (2) members of the House of Representatives appointed
22    by the Speaker of the House of Representatives;
23        (3) members of the House of Representatives appointed

1    by the Minority Leader of the House of Representatives;
2        (4) members of the Senate appointed by the Senate
3    President; and
4        (5) members of the Senate appointed by the Senate
5    Minority Leader.
6    The members of the Task Force shall serve without
7compensation and shall elect co-chairs from among their number.
8    (c) The Department of Revenue shall provide administrative
9support for the Task Force. The State Board of Education and
10the Governor's Office of Management and Budget shall
11collaborate with the Task Force as requested by the Task Force.
12    (d) Within 90 days after the effective date of this
13amendatory Act of the 101st General Assembly, the Task Force
14shall submit an initial report to the Governor and General
15Assembly outlining short-term and long-term administrative,
16electoral, and legislative changes needed to create short-term
17and long-term property tax relief for homeowners.
18    (e) The Task Force shall submit a final report to the
19Governor and the General Assembly outlining short-term and
20long-term administrative, electoral, and legislative changes
21needed to create short-term and long-term property tax relief
22for homeowners by December 31, 2019.
23    (f) This Section is repealed December 31, 2020.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
