HOUSE RESOLUTION

 
2    WHEREAS, The Korean War, which was among the most
3destructive armed conflicts of the modern era, remains one of
4the world's longest ongoing wars, in which the Republic of
5Korea (South Korea), the Democratic People's Republic of Korea
6(North Korea), and the United States have suffered hundreds of
7thousands of casualties and losses, millions of civilians
8killed and wounded, and millions of families separated; and
 
9    WHEREAS, On July 27, 1953, the United Nations Command, the
10North Korean People's Army, and the Chinese People's Volunteers
11entered into an armistice agreement; by its terms, it aimed to
12"insure a complete cessation of hostilities and of all acts of
13armed force in Korea until a final peaceful settlement is
14achieved"; and
 
15    WHEREAS, The Korean War Armistice Agreement, by its terms,
16neither formally ended the war nor amounted to a final peaceful
17settlement; and
 
18    WHEREAS, The persistence of a state of war poses a constant
19risk and threat to the national security of the United States
20and its allies; and
 
21    WHEREAS, On April 27, 2018, the leaders of South Korea and

1North Korea met in Panmunjom, located on the border between
2North and South Korea, and declared that "there will be no more
3war and a new era of peace has begun on the Korean peninsula";
4they further committed "to declare the end of war" on the
5Korean peninsula, being in agreement to promote meetings
6involving the United States "with a view to replacing the
7Armistice Agreement with a peace agreement and establishing a
8permanent and solid peace regime"; and
 
9    WHEREAS, On June 12, 2018, the leaders of the United States
10and North Korea met in Singapore and promised "to establish new
11relations in accordance with the desire of the peoples of the
12two countries for peace and prosperity"; and
 
13    WHEREAS, The failure to reach a final peace settlement on
14the Korean peninsula has had long-term negative consequences on
15human rights, humanitarian conditions, and world peace,
16causing continued separation of families and incurred
17misappropriation of resources to excessive military spending
18rather than to the livelihoods of Americans and Koreans; and
 
19    WHEREAS, Fifteen Illinois National Guard units and their
20subordinate commands were called to federal service during the
21Korean War; and
 
22    WHEREAS, More than 1,789 Illinois servicemen shed blood for

1their country and the freedom of the Korean people in the
2Korean War; and
 
3    WHEREAS, The State of Illinois continues standing for world
4peace, the national security of the United States, universal
5human rights, and humanitarian conditions; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we pay tribute to the sacrifices of the veterans of the Korean
9War, its victims, and the families separated by the war; and be
10it further
 
11    RESOLVED, That we salute the Illinois National Guard Korean
12War veterans and honor them for their commitment to country,
13courage, and sacrifice; and be it further
 
14    RESOLVED, That we would welcome a statement by the United
15States, in coordination with South Korea, declaring the end of
16the state of war with North Korea; and be it further
 
17    RESOLVED, That we call for the conclusion of a binding
18peace agreement constituting a formal and final end to the
19state of war between South Korea, North Korea, and the United
20States; and be it further

1    RESOLVED, That we affirm the vital role that women, who
2would be particularly vulnerable to any resumption of armed
3conflicts, must play in building a permanent and peaceful
4settlement; and be it further
 
5    RESOLVED, That suitable copies of this resolution be
6delivered to the President of the United States, the U.S.
7Senate Majority Leader, the U.S. Senate Minority Leader, the
8U.S. Speaker of the House, the U.S. House of Representatives
9Minority Leader, and all members of the Illinois Congressional
10Delegation.
