SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 8.5 new

    Proposes to amend the Legislature Article of the Illinois Constitution. Provides that a bill passed on or after the date of a general election but on or before the second Wednesday of January following the general election that would result in the increase of revenue to the State by an increase of a tax on or measured by income or the selling price of any item of tangible personal property or any service may become law only with the concurrence of three-fifths of the members elected to each house of the General Assembly.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to add Section 8.5 to Article IV
9of the Illinois Constitution as follows:

THE LEGISLATURE

13SECTION 8.5. PASSAGE OF REVENUE BILLS
14    A bill passed on or after the date of a general election
15but on or before the second Wednesday of January following the
16general election that would result in the increase of revenue
17to the State by an increase of a tax on or measured by income or
18the selling price of any item of tangible personal property or
19any service may become law only with the concurrence of
20three-fifths of the members elected to each house of the
21General Assembly.

2declared adopted in accordance with Section 7 of the Illinois
3Constitutional Amendment Act.
