1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Utilities Act is amended by changing
5Section 5-101 as follows:
 
6    (220 ILCS 5/5-101)  (from Ch. 111 2/3, par. 5-101)
7    Sec. 5-101. Required disclosures.
8    (a) Every public utility shall furnish to the Commission
9all information required by it to carry into effect the
10provisions of this Act, and shall make specific answers to all
11questions submitted by the Commission.
12    (b) Any public utility receiving from the Commission any
13blanks with directions to fill the same, shall cause the same
14to be properly filled out so as to answer fully and correctly
15each question therein propounded, and in case it is unable to
16answer any question, it shall give a good and sufficient reason
17for such failure; and said answer shall be verified under oath
18by the president, secretary, superintendent or general manager
19of such public utility and returned to the Commission at its
20office within the period fixed by the Commission.
21    (c) Whenever required by the Commission, every public
22utility shall deliver to the Commission, any or all maps,
23profiles, reports, documents, books, accounts, papers and

1records in its possession, or in any way relating to its
2property or affecting its business, and inventories of its
3property, in such form as the Commission may direct, or
4verified copies of any or all of the same.
5    (d) Every public utility shall obey and comply with each
6and every requirement of this Act and every order, decision,
7direction, rule or regulation made or prescribed by the
8Commission in the matters herein specified, or any other matter
9in any way relating to or affecting its business as a public
10utility, and shall do everything necessary or proper in order
11to secure compliance with and observance of this Act and every
12such order, decision, direction, rule or regulation by all of
13its officers, agents and employees.
14    (e) Upon a reasonable request by one of its customers, a
15public utility shall provide the customer with documents or
16other information related to:
17        (1) the information provided in subsection (c) of this
18    Section as it relates to reports, documents, papers, and
19    records in its possession in any way relating to its
20    property and inventories of its property; or
21        (2) rates as last reported to the Commission as
22    required under Section 9-102.
