SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Lake County Circuit Judge John T.
4Phillips of Antioch, who passed away on January 6, 2018; and
 
5    WHEREAS, Judge John Phillips graduated from Coe College in
61969; he then graduated with distinction from the University of
7Iowa School of Law in 1972; he served both active and reserve
8duty in the United States Air Force and, after 28 years of
9service, transferred to the Retired Reserve as a Lieutenant
10Colonel; and
 
11    WHEREAS, Judge John Phillips began his law career at the
12firm of Churchill, Baumgartner and Phillips in Grayslake, where
13he practiced from 1979 through 1992; and
 
14    WHEREAS, Judge John Phillips was appointed as an associate
15judge in 1993; he served in that capacity until 2006, when he
16was elected as a full circuit judge; he served in every
17division of the 19th Judicial Circuit and was best known for
18helping to form and preside over the specialized Lake County
19treatment courts, which include Lake County drug court, mental
20health court, and veterans court; and
 
21    WHEREAS, Judge John Phillips was a man of great integrity,

1an innovator, and an advocate; he was a tireless public servant
2whose compassion and leadership left a profound impact on the
3court and the people it serves; and
 
4    WHEREAS, Judge John Phillips is survived by his wife,
5Catherine; his children, David (Brandy) Baker and Matthew
6(Maureen) Baker; his grandchildren, Cameron, Kaylee, Avery,
7Landon, and Grayson; his siblings, Noreen (Dan) LaValle,
8Johanna (Jim) Blockinger, and Glen Phillips; and several other
9family members; therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12Lake County Circuit Judge John T. Phillips and extend our
13sincere condolences to his family, friends, and all who knew
14and loved him; and be it further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Judge John Phillips as an expression
17of our deepest sympathy.
