2 | | abuse and exploitation, youth mental health treatment, and |
3 | | juvenile advocacy. |
4 | | (c) The Board shall develop a process allowing law |
5 | | enforcement agencies to request a waiver of this training |
6 | | requirement for any specific individual assigned as a school |
7 | | resource officer. Applications for these waivers may be |
8 | | submitted by a local law enforcement agency chief administrator |
9 | | for any officer whose prior training and experience may qualify |
10 | | for a waiver of the training requirement of this subsection |
11 | | (c). The Board may issue a waiver at its discretion, based |
12 | | solely on the prior training and experience of an officer. |
13 | | (d) Upon completion, the employing agency shall be issued a |
14 | | certificate attesting to a specific officer's completion of the |
15 | | school resource officer training. Additionally, a letter of |
16 | | approval shall be issued to the employing agency for any |
17 | | officer who is approved for a training waiver under this |
18 | | subsection (d).

19 | | Section 10. The School Code is amended by adding Section |
20 | | 10-20.67 as follows: |

22 | | Sec. 10-20.67. School resource officer. |
23 | | (a) In this Section, "school resource officer" means a law |
24 | | enforcement officer who has been primarily assigned to a school |

1 | | or school district under an agreement with a local law |
2 | | enforcement agency. |
3 | | (b) Beginning January 1, 2021, any law enforcement agency |
4 | | that provides a school resource officer under this Section |
5 | | shall provide to the school district a certificate of |
6 | | completion, or approved waiver, issued by the Illinois Law |
7 | | Enforcement Training Standards Board under Section 10.22 of the |
8 | | Illinois Police Training Act indicating that the subject |
9 | | officer has completed the requisite course of instruction in |
10 | | the applicable subject areas within one year of assignment, or |
11 | | has prior experience and training which satisfies this |
12 | | requirement. |
13 | | (c) In an effort to defray the related costs, any law |
14 | | enforcement agency that provides a school resource officer |
15 | | should apply for grant funding through the federal Community |
16 | | Oriented Policing Services grant program. ".
