AMENDMENT TO SENATE BILL 2925

2    AMENDMENT NO. ______. Amend Senate Bill 2925, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Police Training Act is amended by
6adding Section 10.22 as follows:
 
7    (50 ILCS 705/10.22 new)
8    Sec. 10.22. School resource officers.
9    (a) The Board shall develop or approve a course for school
10resource officers as defined in Section 10-20.67 of the School
11Code.
12    (b) The school resource officer course shall be developed
13within one year of the effective date of this amendatory Act
14after the 100th General Assembly and shall be created in
15consultation with organizations demonstrating expertise and or
16experience in the areas of youth and adolescent developmental

1issues, educational administrative issues, prevention of child
2abuse and exploitation, youth mental health treatment, and
3juvenile advocacy.
4    (c) The Board shall develop a process allowing law
5enforcement agencies to request a waiver of this training
6requirement for any specific individual assigned as a school
7resource officer. Applications for these waivers may be
8submitted by a local law enforcement agency chief administrator
9for any officer whose prior training and experience may qualify
10for a waiver of the training requirement of this subsection
11(c). The Board may issue a waiver at its discretion, based
12solely on the prior training and experience of an officer.
13    (d) Upon completion, the employing agency shall be issued a
14certificate attesting to a specific officer's completion of the
15school resource officer training. Additionally, a letter of
16approval shall be issued to the employing agency for any
17officer who is approved for a training waiver under this
18subsection (d).
 
19    Section 10. The School Code is amended by adding Section
2010-20.67 as follows:
 
21    (105 ILCS 5/10-20.67 new)
22    Sec. 10-20.67. School resource officer.
23    (a) In this Section, "school resource officer" means a law
24enforcement officer who has been primarily assigned to a school

1or school district under an agreement with a local law
2enforcement agency.
3    (b) Beginning January 1, 2021, any law enforcement agency
4that provides a school resource officer under this Section
5shall provide to the school district a certificate of
6completion, or approved waiver, issued by the Illinois Law
7Enforcement Training Standards Board under Section 10.22 of the
8Illinois Police Training Act indicating that the subject
9officer has completed the requisite course of instruction in
10the applicable subject areas within one year of assignment, or
11has prior experience and training which satisfies this
12requirement.
13    (c) In an effort to defray the related costs, any law
14enforcement agency that provides a school resource officer
15should apply for grant funding through the federal Community
16Oriented Policing Services grant program.".
