1    AN ACT concerning agriculture.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Department of Agriculture Law of the Civil 
5Administrative
Code of Illinois is amended  by adding Sections 
6205-42, 205-43, 205-45,  and 205-62 as follows:
 
7    (20 ILCS 205/205-42 new)
8    Sec. 205-42. Certification. The Department may develop and 
9implement organic, identity preserved, and value-added 
10certification processes and programs that guarantee a buyer 
11that the certified Illinois products have traits and qualities 
12that warrant a premium price or an increase in added value. The 
13Department may adopt rules setting certification and licensing 
14standards for persons to certify products under this Section.
 
15    (20 ILCS 205/205-43 new)
16    Sec. 205-43. Market access. The Department may (i) identify 
17international and domestic consumer preferences, (ii) identify 
18the new markets those preferences indicate, particularly for 
19value-added products, (iii) identify preserved products, (iv) 
20underwrite demonstrations on foreign soils, and (v) provide 
21market analyses and trend projections to farmers and other 
22interested persons.

2    Sec. 205-45. "Illinois Product" label program. The 
3Department has the
power  to administer the "Illinois Product" 
4label
program, whereby a label with the
words "Illinois 
5Product" on it may be placed on food
and agribusiness 
6commodities produced, processed,
or packaged in Illinois. The 
7definition of "Illinois Product" does not imply that the 
8product meets the definition of "local farm or food products" 
9as defined in the Local Food, Farms, and Jobs Act.

11    (20 ILCS 205/205-62 new)
12    Sec. 205-62. State agriculture planning agency. The 
13Department is the State agriculture planning agency. The 
14Department may accept and use planning grants or other 
15financial assistance from the federal government (i) for 
16statewide comprehensive planning work, including research and 
17coordination activity directly related to agriculture needs; 
18and (ii) for State and interstate comprehensive planning and 
19research and coordination activity related to that planning. 
20Grants shall be subject to the terms and conditions prescribed 
21by the federal government.

4Sections 205-46, 205-103, and 205-450.
 

5    (30 ILCS 105/5.560 rep.)

6    Section 15. The State Finance Act is amended  by repealing 
7Section 5.560.
 

8    (505 ILCS 19/Act rep.)

9    Section 20. The Illinois AgriFIRST Program Act of 2001 is 
10repealed.
 

11    (505 ILCS 50/Act rep.)

12    Section 25. The Dairy Statistics Act is repealed.
 
13    (505 ILCS 84/Act rep.) 
14    Section 30. The Illinois Food, Farms, and Jobs Act is 
15repealed.
 
16    (510 ILCS 105/Act rep)
17    Section 35.    The Trichinosis Control Act is repealed.
 
 
18    Section 99. Effective date. This Act takes effect upon
