SYNOPSIS AS INTRODUCED:
 
75 ILCS 5/4-15  from Ch. 81, par. 4-15

    Amends the Illinois Local Library Act. Provides that a board of library trustees may approve, by a two-thirds vote of all the trustees present and voting, transfers from one appropriation to another appropriation of any amount specified, for any object and purpose, and that do not affect the total amount appropriated. Provides that a board of library trustees may make appropriations in excess of those authorized by the budget in order to meet an immediate and unforeseen emergency by a two-thirds vote of all the trustees present and voting. Provides that after the adoption of the annual appropriation ordinance, no other appropriations shall be made at any other time during the fiscal year except as otherwise provided by law. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Local Library Act is amended by
5changing Section 4-15 as follows:
 
6    (75 ILCS 5/4-15)  (from Ch. 81, par. 4-15)
7    Sec. 4-15. Appropriations.
8    (a) Appropriations for library purposes within the annual
9appropriation ordinance of the corporate authority, shall
10terminate with the close of the fiscal year of the library,
11except that any remaining balances shall be available for 90
12days thereafter for the authorization of the payment and the
13payment of obligations incurred either before the close of the
14fiscal year or within the 90-day period thereafter. All
15balances remaining after such 90-day period shall be available
16for transfer to be accumulated under Sections 5-1 and 5-8 of
17this Act.
18    (b) Transfers from one appropriation to another
19appropriation of any amount specified, for any object and
20purpose, and that does not affect the total amount appropriated
21by the annual appropriation ordinance may be made at any
22meeting of a board by a two-thirds vote of all the trustees
23present and voting.

1    (c) At any meeting of a board by a two-thirds vote of all
2the trustees present and voting, the board may make
3appropriations in excess of those authorized by the annual
4appropriation ordinance in order to meet an immediate and
5unforeseen emergency.
6    (d) Except as provided in this Section and the Illinois
7Municipal Budget Law, after the adoption of the annual
8appropriation ordinance, no other appropriations shall be made
9at any other time during the fiscal year.

11    Section 99. Effective date. This Act takes effect upon
12becoming law.
